NOTICE OF INVITATION TO BID Notice is hereby given that competitive sealed bids will be accepted by the Town of Clayton for the Improvements to Municipal Well #9 Project. The work shall generally consist of: Selective demolition of existing building electrical and equipment, with protection of existing heater and SCADA for re-location; Installation of a new prefabricated pump house building; re-installation of existing electric unit heater and SCADA system in new building; installation of new pipe gallery in new pump house; installation of new fencing for new building; replace the existing raw waterline from the new pump house to the treatment system (approx. 2,140 linear feet of 8" C900 PVC); abandon existing 10" AC waterline. For this project, bids will be received and accepted via the online electronic bid service through QuestCDN VirtuBidTM online bidding, or by sealed paper copy at Town of Clayton, 1 Chestnut, Clayton, NM 88415. Bidding information can be downloaded at www.questcdn.com. Reference QuestCDN Project No. 7947351 for a non-refundable download charge of $15. You can submit an electronic bid after the question deadline for a non-refundable submission fee of $30. Project bid documents must be downloaded from QuestCDN which will add your company to the Planholder List and allow access to VirtuBidTM for the online submittal of your bid. The QuestCDN Project Q&A will be the official venue for posting questions and answers. Questions posted to QuestCDN or to the Engineer after August 20, 2021 may not be answered. This project is wholly or partially funded with United States Environmental Protection Agency funds, and therefore must comply with all federal cross cutter requirements. Neither the United States nor its department's agencies or employees is or will be party to this invitation for bids or any resulting contract. This procurement will be subject to all applicable federal regulations including the Davis Bacon Act requirements. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex or national origin. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended. To ensure that Disadvantaged Business Enterprises (DBEs) have the opportunity to compete for procurements funded by EPA financial assistance, all Bidders shall make the six good faith efforts as outlined by EPA at https://www.epa.gov/grants/disadvantaged- business-enterprise-program- requirements#sixgoodfaithefforts. The bidder must make a good faith effort to solicit and hire Disadvantaged Business subcontractors and suppliers to meet the goals outlined in EPA XP-215. A good faith effort requires that the Contractor: 1) Complete the affirmative steps outlined in XP-215, 2) Submit XP-215 with the bid proposal, 3) Submit with the bid proposal proof that affirmative steps have been taken and this should include copies of advertisements and letters of solicitation. A Bid Proposal that omits XP-215 or does not support that a good faith effort was made will be considered non-responsive and the Bid Proposal rejected. There is no Pre-Bid Conference scheduled for this project. Sealed bids shall be received at the office of the Town Manager as follows until August 27, 2021 at 3:00 pm.
