-NOTICE- TITLE: ECECD RFP # 2021-0003 Marketing Services PURPOSE: The purpose of the Request for Proposal (RFP) is to solicit proposals to establish a contract through competitive negotiations for the procurement of marketing services. The Early Childhood Education and Care Department ("ECECD" or the Agency) is requesting proposals from qualified firms that have demonstrated past excellence and knowledge in providing marketing services. Early Childhood Education and Care Department (ECECD) is seeking to secure professional full-service marketing services to perform effective planning and project management of a media campaign, Moments Together, to educate New Mexicans about the healthy development and education of children ages 0 to 5 through the established Moments campaign. The campaign must include concept, development, pre-test, production, implementation, and evaluation. The campaign should be developed for general market and Spanish-language audiences. The awarded contractor must monitor campaign schedules and impact, as well as development of a schedule of activities, reports, and implementation plans. Additionally, to support diversity principles by researching and identifying, and then developing language-specific, culturally sensitive messages for New Mexico's Hispanic and tribal communities, including children with special needs and their families, and any other targeted populations approved by ECECD. Responses to the written questions will be posted on ECECD's website at www.nmececd.org for the benefit of all eligible Offerors.
