REQUEST FOR QUALIFICATIONS Groundwater Monitoring & Testing Issued on September 11, 2019 Due October 10, 2019 by 4:00 PM Background The Northwest New Mexico Regional Solid Waste Authority (the "SWA") operates regional landfill and solid waste services throughout the region. The SWA is seeking qualifications from qualified firms to conduct groundwater and environmental monitoring, sampling, testing, and reporting at two landfill locations. Scope of Services 1. Conduct required groundwater monitoring, sampling, testing, and reporting at the following locations and specifications: a) Smith Lake Landfill (Closed) requires semi-annual monitoring in the second and fourth quarters, and b) Red Rock Regional Landfill (Active) requires annual monitoring in the fourth quarter. 2. Must comply with all groundwater monitoring and reporting with New Mexico Environment Department's (NMED), Solid Waste Bureau rules and guidelines.3. Provide environmental consulting services, as necessary, concerning interpretation of laboratory analysis and acceptability of various types of special wastes by Red Rock Regional Landfill. 4. Provide environmental consulting services, as necessary, concerning compliance with all NMED and Solid Waste Bureau regulations. Location The SWA office is located at 101 Red Mesa Bluffs Drive, Thoreau, New Mexico, 87323. Proposal Requirements Within your qualifications, please provide the following: 1. Transmittal Letter 2. Provide proponent's qualifications, 3. Provide examples of similar projects in New Mexico. 4. Organization Chart including proposed team and resumes. 5. Relevant experience references (3). Submissions must be no more than 10 pages or will be marked as non-responsive. No price proposal is being sought or will be considered in this process. It will be requested once the selection is made and for any negotiation. Method of Award The proposal is to be awarded based on qualified proposals at the discretion and consideration of the SWA. SWA may interview the top three rated proponents; however, contracts may be awarded without such interviews. Term The SWA is looking to execute a three-year contract with the option to renew for an additional year, subject to the satisfactory negotiation of terms, including a price acceptable to both the SWA and the selected firm.
