PUBLIC NOTICE Modification of Authority-to-Construct Permit #0917-M2 For Lovelace Respiratory Research Institute Lovelace Respiratory Research Institute has submitted an authority-to-construct air quality permit application to the Air Quality Division (Division) of the City of Albuquerque Environmental Health Department for the modification of Air Quality Authority-To-Construct Permit #0917-M2. This modification proposes the replacement of two (2) 5 MM Btu/hr natural gas fired boilers (Units #BH-001 and BH-002) with one (1) new 10.5 MM Btu/hr natural gas fired boiler. The new boiler will run on diesel as a back-up fuel. The facility is located at Building 9217, Area Y at Kirtland Air Force Base East in Albuquerque, NM. The owner of this facility is Lovelace Respiratory Research Institute, 2425 Ridgecrest Drive SE, Albuquerque, New Mexico. This application file has been assigned permit #0917-M3. The maximum air pollution emissions to the atmosphere from this facility have been estimated to be: Carbon Monoxide (CO) - 23.7 tons per year (tpy), Nitrogen Oxides (NOx) - 47.9 tpy, Sulfur Oxides (SOx) -1.11 tpy, Total Suspended Particulates (TSP) - 2.40 tpy, 10 Micron Particulate Matter (PM10) - 2.40 tpy, 2.5 Micron Particulate Matter (PM2.5) - 1.19 tpy, Volatile Organic Compounds (VOC) - 1.95 tpy The maximum pound per hour (lb/hr) air pollution emissions will be variable depending on whether the facility boilers are being operated on natural gas or diesel fuel. The Division expects to initiate formal action on this permit application by June 15, 2012. However, the final writing of the permit will be reserved pending receipt and analysis of any additional details or information developed during the public comment period. Interested persons may submit written comments or request a public hearing on Permit #0917-M3 to the Air Quality Division, Air Quality Services, P.O. Box 1293, Albuquerque, NM 87103. Comments will be accepted and considered if postmarked by June 11, 2012. A copy of the permit application is available for inspection by the public at the Division offices, which are located at One Civic Plaza, Room 3047.
