NOTICE OF INVITATION TO SUBMIT A STATEMENT OF INTENT TO RESPOND TO BID San Felipe Pueblo Housing Authority ("SFPHA"), the Tribally Designated Housing Entity for the San Felipe Pueblo, located on the San Felipe Reservation, New Mexico, will be issuing requests for proposals or invitations for bids for the construction of up to two (2) homes funded under the Indian Housing Block Grant and rehabilitation of up to seventeen (17) homes funded under the Indian Community Development Block Grant (collectively "Projects"). As the General Contractor for both of the Projects, SFPHA will be procuring contracts from eligible subcontractors to provide plumbing, electrical, roofing, finishing of drywall, flooring, painting and plastering services (collectively, "Subcontracting Services"). Pursuant to 24 C.F.R. 1000.52(a)(3), SFPHA intends to limit the procurement to Indians, Indian organizations, and Indian-owned economic enterprises ("Indian Entities"). By this Notice of Invitation, SFPHA hereby invites Indian Entities to submit Intents to Bid on Subcontracting Services for the Projects. Intents to Bid may be for either or both of the Projects and for provision of one or more Subcontracting Services. Indian Entities submitting Intents to Bid for plumbing, electrical, flooring and roofing services must be licensed to perform such services pursuant to the laws of the state where their principal place of business is located. The work to be performed under the subcontracts is on projects subject to section 7(b) of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 450e(b)) and section 3 of the Housing and Urban Development Act of 1968. In addition, the successful subcontractor must comply and ensure subsubcontractor compliance with HUD 24 C.F.R. part 85 Certifications; HUD procurement regulations; the SFPHA Procurement Policy; and all other applicable laws, rules, and regulations. Prospective bidders must submit an Intent to Bid in a sealed envelope clearly marked "Intent to Bid," specifying the scope of their intention to bid on either or both of the Projects and one or more of the Subcontracting Services or fax an Intent to Bid to the below listed number. All entities submitting proposals and claiming Indian Preference must include documentation satisfactory to show that they are Indian-owned.
