PUBLIC NOTICE REQUEST FOR PROPOSALS TO PROVIDE PROFESSIONAL SERVICES FOR COMMUNITY PLANNING AT ABANDONED COAL MINE SITES IN AND NEAR MADRID, NEW MEXICO The Abandoned Mine Land Program (AML or Program) of the New Mexico Energy, Minerals and Natural Resources Department (EMNRD) is seeking proposals from individuals and firms to develop a community plan to prioritize and address problems arising from past coal mine practices in and near Madrid. AML is interested in exploring creative and innovative ways to address the impacts of historic coal mining at Madrid while honoring its historic heritage and the goals and aspirations of the present community. EMNRD has approximately $250,000 available to support the work of this Request for Proposals (RFP) and may in its sole and absolute discretion increase the amount spent under the Agreement issued pursuant to this RFP up to an additional $75,000 per year for the life of the Agreement if additional funding from the Office of Surface Mining (OSM) becomes available. The amount of expenditure available under this RFP is a maximum and not a guarantee that any payments made to the successful Offeror will equal the amount stated in this RFP. AML shall conduct a non-mandatory pre-proposal conference for potential Offerors. Interested parties shall meet at 10 a.m. Mountain Standard Time, February 19, 2009, in the EMNRD Office of the Secretary Conference Room, Third Floor, Wendell Chino Building, S. 1220 Saint Francis Drive, in Santa Fe. Offerors are required to submit an original and one copy of their proposal at the above address no later than 4 p.m., MST, Friday March 13, 2009. Offerors shall not submit proposals by e-mail or facsimile. EMNRD shall not accept proposals submitted after the due date. This public notice is given pursuant to NMSA 1978, Section 13-1-113. The Procurement Code, NMSA 1978, 13-1-28 through -199, imposes civil and misdemeanor criminal penalties for its violation.
