PUBLIC NOTICE REQUEST FOR PROPOSALS FOR PROVIDING AN INVENTORY OF ABANDONED COAL MINES IN THE GALLUP, ZUNI, AND CROWNPOINT COAL FIELDS MCKINLEY COUNTY, NEW MEXICO The Abandoned Mine Land (AML) Program of the New Mexico Energy, Minerals and Natural Resources Department (EMNRD) is seeking proposals to conduct an inventory and assessment of abandoned coal mines in the Gallup Coal Field as part of a statewide inventory. EMNRD has up to approximately $450,000 currently available to support the Professional Services Agreement (PSA) that may be entered into as a result of this Request for Proposals (RFP). The amount of expenditure available under this RFP is a maximum and not a guarantee that any payments made to the successful Offeror will equal the amount stated in this RFP. This RFP seeks individuals and firms interested in conducting inventory and site assessments at abandoned coal mines within the Gallup Coal Field, some of which are situated in remote, rough terrain. The AML Program will conduct a non-mandatory pre-proposal conference for potential Offerors. Interested parties will meet at 2:00 PM, Mountain Standard Time, February 25, 2009, at the Mining and Minerals Division (MMD) Conference Room, Third Floor, EMNRD, Wendell Chino Building, 1220 St. Francis Drive, Santa Fe. The pre-proposal conference is an opportunity for potential Offerors to discuss issues or questions about the project with the AML staff. The conference is expected to last one to two hours. Offerors are required to submit an original and one (1) copy of their proposal at the above address no later than 4 p.m., MDT, Friday, March 27, 2009. Offerors shall not submit proposals by e-mail or facsimile. EMNRD shall not accept proposals submitted after the due date. This public notice is given pursuant to NMSA 1978, Section 13-1-113. The Procurement Code, NMSA 1978, 13-1-28 through -199, imposes civil and misdemeanor criminal penalties for its violation.
