COUNTY OF LOS ALAMOS INVITATION FOR BIDS No. IFB2010-06 LOS ALAMOS WWTP EFFLUENT WASHWATER SYSTEM Sealed Bids in original and three (3) copies will be received and opened publicly at the Office of the Purchasing Agent, Los Alamos Municipal Annex Building, 901 Trinity Drive, Los Alamos, New Mexico 87544 until 2:00 p.m. MT on Wednesday, January 6, 2010 for the Invitation for Bids listed above. A non-mandatory pre-bid conference will be held at the Los Alamos County Wastewater Treatment Plant on December 10, 2009, at 10:00 a.m. MT. Documents may be obtained at the Office of the Purchasing Agent at: Los Alamos County Procurement & Risk Management Division 901 Trinity Drive Los Alamos, NM 87544 Phone: 505-662-8052 Fax: 505-662-8350 E-mail: lillie.martinez@lacnm.us No bid may be withdrawn after the scheduled opening time for receipt of bids. Office hours are 8:00 a.m. - 4:30 p.m., Monday - Friday. All forms of bribes, gratuities, and kickbacks are prohibited by state law. American Recovery and Reinvestment Act (ARRA) provisions which shall apply: Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a grant from the United States Environmental Protection Agency (EPA) and therefore must comply with all federal cross cutter requirements. Neither the United States nor any of its departments, agencies or employees is or will be a party to this invitation for bids or any resulting contract. This procurement will be subject to regulations contained in 40 CFR Part 31 and requirements of the Davis-Bacon and Related Acts and the Buy American Provisions of the American Recovery and Reinvestment Act. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in the specifications. The contractor shall not discriminate on the basis of race, color, national origin or sex in the performance of this contract. The contractor shall carry out applicable requirements of 40 CFR part 33 in the award and administration of contracts awarded under EPA financial assistance agreements. Failure by the contractor to carry out these requirements is a material breach of this contract which may result in the termination of this contract or other legally available remedies. In order to be in compliance with applicable Federal Statutes, Authorities and President's Executive Orders, Bidders' and Contractors' Certifications and Acknowledgments are required. A list of suggested forms for certifications and acknowledgments are in the EPA Region 6 Supplemental Conditions for Federally Assisted Wastewater Infrastructure (Pink Sheets) in the specifications.
