NOTICE OF INVITATION TO BID Competitive sealed bids for the Village of Wagon Mound Wastewater Treatment Plant Upgrades will be received by the Village of Wagon Mound, attention: Alexandria King, 600 Catron Avenue, P.O. Box 87, Wagon Mound NM 87752-0087, until Wednesday, January 13, 2010 at 4:00 p.m. Bids will be opened and publicly read aloud at 4:10 p.m. same day at the Wagon Mound Council Chambers, same address. Village of Wagon Mound Wastewater Treatment Plant Upgrades will include: The base bid of the project will include: (1) Construct a wastewater plant influent head works that will provide screening and flow metering. (2) Construct a by-pass sewer from the existing lagoon 2 to the existing effluent lift station to isolate the existing holding pond (3) Repair the wastewater recycling piping system. (4) Remove the debris in lagoon #2 and the rock filter and debris in the holding pond. (5) Construct a multi-level concrete junction box for holding pond 1. (6) Inspect the existing liner in the holding pond and make repairs as necessary. Bid additive 1 of the project's scope will include: (1) Remove and land apply wastewater sludge in holding pond 1. Bid additive 2 of the project's scope will include: (1) Remove and dispose of the existing liner in holding pond 1. (2) Grade the holding pond 1 expansion. (3) Install a new HDPE liner for holding pond 1. This bid is subject to the requirements of the Bid and Contract Documents, as defined in "Instructions to Bidders." A mandatory pre-Bid conference will be held on Wednesday, December 16, 2009, at 3:00 p.m., at Wagon Mound Council Chambers, 600 Catron Avenue, Wagon Mound, New Mexico 87752. This project is wholly or partially funded by a ARRA CWSRF 17. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a grant from the United States Environmental Protection Agency (EPA) and therefore must comply with all federal cross cutter requirements. Neither the United States nor any of its departments, agencies or employees is or will be a party to this invitation for bids or any resulting contract. This procurement will be subject to regulations and requirements of the Davis-Bacon and Related Acts and the Buy American Provisions of the American Recovery and Reinvestment Act. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended. The requirements forbidders and contractors under this order are explained in the specifications. The contractor shall not discriminate on the basis of race, color, national origin or sex in the performance of this contract. The contractor shall carry out applicable requirements of 40 CFR part 33 in the award and administration of contracts awarded under EPA financial assistance agreements. Failure by the contractor to carry out these requirements is a material breach of this contract which may result in the termination of this contract or other legally available remedies. In order to be in compliance with applicable Federal Statutes, Authorities and President's Executive Orders, Bidders' and Contractors' Certifications and Acknowledgments are required. A list of suggested forms for certifications and acknowledgments are in the EPA Region 6 Supplemental Conditions for Federally Assisted Wastewater Infrastructure (Pink Sheets) in the specifications. The successful bidder will be required to conform to all provisions of the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracted funded in whole or in part Recovery Act appropriations in excess of $2000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits as determined by the Secretary or Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area.
