Ramah Navajo Chapter Office of Grants & Contracts HC 61 Box #13 Ramah, New Mexico 87321 REQUEST FOR PROPOSALS Solicitation Number: 2009-02 RFP Project Name: General Engineering Services Due Date & Time: February 20, 2009 at 12:00 PM MST Ramah Navajo Chapter-Office of Grants & Contracts is soliciting proposals from Licensed Professional Engineers in the State of New Mexico or Arizona for the purpose of having such Engineer available to perform General Engineering Services. Contract(s) resulting from this solicitation will have a base period of one (1) year from the time of award with an option to renew for four (4) additional one (1) year terms at the discretion of the Chapter and under mutual agreement. The Chapter intends to enter into General Engineering Service Agreements, hereinafter referred to as "Agreements", with possibly two (2) of the highest-rated Engineers submitting proposals which show they are able to provide general engineering services, as required by the Chapter, and will respond within the desired timeline. The Engineer for any given project will be selected by the Chapter at the time services are needed. The Engineer shall have extensive knowledge of all local, state, federal and tribal regulations and standards. The Engineer shall advise the Chapter with regard to these regulations and standards and how they apply to a proposed project. Projects selected by the Chapter for General Engineering Services may include any projects listed on the Chapter's Indian Reservation Road Inventory, TIP or STIP reports for any given Fiscal Year, any projects related to the Chapter's NAHASDA program including Master Site Plans for new housing subdivisions and the Grants and Contracts Economic Development Projects. General Scope of Services. The Engineers shall be selected to perform general engineering services, including but not limited to: Structural design including building, retaining walls, etc.; Master plan engineering overview and technical support for the Chapter's wastewater, water, transportation and pavement management, traffic engineering analyses and storm water; Roadway and Parking Lot Design; Site Development (Drainage and Grading Design); Field investigations, plan review and development approval for public improvements; Traffic Impact Studies and Transportation Modeling Studies; Erosion and Sediment Control Full Environmental Services including Environmental Assessments, Biological Clearances, Cultural Clearances, Monitoring and Management; Geotechnical Assessments, such as soil and groundwater testing for contamination and remediation, site boring, etc.; Construction Inspection and Management; Photogrammetric Services to include Aerial Photography, DTM, and Cartographic Editing; Survey Services to include construction surveying, location and topographic surveying, right of way monumentation and replacement and/or establishment of horizontal and vertical control points.
