ADVERTISEMENT FOR BIDS BID NO. 09-10-14 Submissions of sealed bids are invited for Bidders for the BR8116. Kiffen (aka Kitten) Canyon Bridge Replacement project in Aztec, New Mexico. Bids to complete this work will be received by San Juan County, New Mexico, Office of Central Purchasing, 213 South Oliver Drive, Aztec, New Mexico 87410, until 2:00 p.m. (local time), Tuesday, March 9, 2010 at which time and place all bids will be publicly opened and tabulated. Bids received after the bid opening begins will not be accepted. Bid Documents for this construction project may be obtained at the Central Purchasing Office, 213 South Oliver Drive, Aztec, New Mexico 87410, between the hours of 8:00 a.m. and 4:00 p.m. Monday through Friday or by calling 505-334-4558. Plan sets will be available in Electronic Format on Compact Disc (CD) at No Charge. Printed sets require a $100.00 deposit per set and will be refunded only to plan holders upon return of the documents in good condition, within fourteen (14) days after award of a contract or rejection of all Bids. However, the successful bidder, and their listed subcontractors, will not be required to return documents and their deposit shall be refunded after award of the contract by the County. NO PARTIAL SETS WILL BE ISSUED. Plan sets are also available at San Juan County's FTP Site. By utilizing the County's FTP site, you will not automatically be listed as a Plan Holder, and will not automatically receive addendums, if issued. To be listed as a Plan Holder for the project, plan sets must be issued by San Juan County's Office of Central Purchasing. You are therefore reminded that you are solely responsible for checking the County's FTP Site for updates. General Contractors are limited to five (5) sets and Subcontractors are limited to one (1) set. Contractors when obtaining plan sets must identify whether they are to be listed as a Prime Contractor or Sub Contractor. A Pre-Bid Conference will be held at 10:00 a.m. (local time), on Tuesday, February 23, 2010 at the San Juan County Administration Building, 100 S. Oliver, Aztec, NM, 87410. Bid Security in the amount of 5% of the total Bid shall accompany each Bid in accordance with instruction to bidders. All bidders shall hold their bids for Sixty (60) days after actual date of bid opening. Attention is called to the fact that this project is being funded through the American Recovery and Reinvestment Act (ARRA) and all applicable requirements as outlined in the bid documents under Compliance with Federal Regulations will be applied to this project. Attention is called to the fact that contract goals for this project have been assigned as follows: 3.50% Disadvantaged Enterprise (DBE) goal and an On The Job Training (OJT) requirement of 0 hrs/0 trainees Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Bidding Documents must be paid on this project if the bid amount exceeds $60,000, and that the Contractor must insure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. You are hereby advised that wherever differences exist between the minimum wage rate shown under Wage Decision of the New Department of Workforce Solutions- Public Works Bureau, Decision No. SJ-10-0145 A, and those shown under the U.S. Department of Labor Wage Decision No. NM20080002 dated July 24, 2009, and any modifications thereto noted in the contract assembly, the higher wage rates shall govern. Bidders are reminded that all contractors and their subcontractors must submit certified weekly payroll records biweekly to San Juan County. The County reserves the right to reject any or all Bids and to waive informalities or irregularities in the Bidding. NOTICE OF REGISTRATION REQUIREMENT. Bidders are reminded that in order to be considered for bid award, all contractors (including their subcontractors if at a specific cost threshold) must be registered under the Labor Enforcement Fund with the New Mexico Department of Workforce Solutions on the date bids are unconditionally accepted for consideration for bid award and must remain actively registered in order to perform work under this solicitation. The Contractor selected for award of a contract shall provide documentation to verify compliance with this paragraph prior to execution of a contract.
