A public input meeting, in regards to the construction of a 345 kilovolt (kV) electrical transmission line, is scheduled for the 24th of April, 2019 in Carlsbad, NM. This meeting will be held at the Pecos River Village Conference Center, Rm 5, 711 Muscatel Ave, Carlsbad, NM 88220 from 5:30pm 6:30pm. Southwestern Public Service Company (SPS), a subsidiary of Xcel Energy Inc., is proposing to construct and operate a 345kV single circuit transmission line and associated facilities to be located in Eddy and Lea Counties, New Mexico (Proposed Project). The 345kV transmission line will consist of the following two segments: (a) a line extending from the existing China Draw Substation, located 15 miles southwest of Loving, New Mexico, to the proposed Phantom Substation, located 16 miles southeast of Loving, New Mexico; and (b) a line extending from the proposed Phantom Substation to the existing Roadrunner Substation, located 21 miles northwest of Jal, New Mexico. The transmission line segments will cross approximately 18 miles of New Mexico State Trust Land, approximately 23 miles of federal land, and approximately 1 mile of privately owned land. The proposed transmission line will be located on New Mexico State Trust Land in the following locations: Township 26 South Range 28 East, Township 25 South Range 29 East, Township 25 South Range 30 East, Township 24 South Range 31 East, and Township 24 South Range 33 East. The proposed transmission line will be constructed on new right-of-way with a proposed easement width of 150 feet. Construction of the Proposed Project will take approximately 12 months to complete and will consist of the following permanent facilities: (a) a single circuit 345kV overhead electric transmission line between the China Draw Substation, Phantom Substation, and Roadrunner Substation, (b) access roads to the transmission line structures, (c) a new 23 acre Phantom Substation, (d) new substation equipment at each aforementioned substation. The 345kV overhead electric transmission line would require a ROW width of 150 feet throughout the proposed alignment, except in select areas where sensitive resources are actively being avoided through narrowing the ROW, or in select locations where the height of structures are taller to span avoidance areas, requiring a wider ROW between structures. The overhead transmission line would be supported by either H-frame, three-pole, or monopole structures. The most common structure would be a single-circuit, tubular steel pole H-frame at tangent locations. Where the line terminates or turns at an angle, a single-circuit three-pole tubular steel structure would be used. Monopole structures would be used as warranted by land use constraints and transmission line design requirements. All transmission structures would be made of self-weathering steel. The average structure heights would vary depending on clearance, topographic conditions, and line design requirements. The typical structures would range in height between 100 to 150 feet. Typical spans between structures would range from 800 to 1,200 feet or four to six structures per mile. The permanent disturbance associated with the planned structure footings would be 30 to 60 square feet for H-frame structures, 75 to 150 square feet for 3-pole structures, and 15 to 40 square feet for monopole structures. Excess soil from foundation hole excavations would be placed around the base of each structure to provide positive drainage away from the structure. Excavated spoils would be segregated from topsoil and may be used for backfill or other fill where suitable. In those areas where erosion control structures would be required to stabilize soil, the structures would be installed for the specific soil conditions encountered in the field and in accordance with industry best management practices. Once construction of the facilities and 345kV lines is complete, all disturbed areas not needed for the operations and maintenance phase would be reclaimed (reseeded) using approved seed mix. Reclamation would occur as soon as possible after completion of final construction activities. An Environmental Assessment (EA) is being prepared to identify environmental effects of the Proposed Project. The EA will analyze the effect or potential effect of the right-of-way on surrounding lands and will identify necessary mitigation measures.
