PUBLIC NOTICE For Air Quality Operating Permit for Belen Compressor Station of El Paso Natural Gas El Paso Natural Gas at 2 North Nevada Ave., Colorado Springs, CO 80903 has submitted an air quality operating permit application to the New Mexico Environment Department (NMED) for an air quality operating permit for its Belen Compressor Station. The owner of this plant is El Paso Natural Gas at 2 North Nevada Ave.; Colorado Springs, CO 80903. The exact location of the facility is latitude 34 deg, 32 min, 20.1045 sec and longitude -106 deg, 40 min, 41.0423 sec. To aid in locating this facility, it is located at UTMZ 13, UTMH 345,982 meters, UTMV 3,822,884 meters, approximately 4.5 miles SE of Turn in Valencia County, New Mexico. This application file has been assigned an Operating Permit Number P134R2 and TEMPO Agency Interest ID No. 1590. Previously, the plant received an air quality construction permit, if one was required, and is in operation or able to operate. The main purpose of the plant is to compress natural gas for the purpose of transportation to another facility or major transportation pipeline. This operating permit application is for a permit renewal. Per 20.2.70.401.C.(4) NMAC, this permitting action involves the five year permit renewal. The estimated maximum air pollutant emissions to the atmosphere from this plant after the requested operating permit is granted are: Nitrogen Oxides (NOx) 338.0 tons/yr, Carbon Monoxide (CO) 69.4 tons/yr, Volatile Organic Compounds (VOC) 7.7 tons/yr (increase of 0.9), Acetaldehyde 1.9 tons/yr, and Formaldehyde 1.9 tons/yr. The NMED has conducted a preliminary review of the information submitted with the permit application. This review included evaluation of the emission rates and applicable requirements to determine compliance status. The NMED has made a preliminary determination that this plant will comply with the requirements of New Mexico Administrative Code 20.2.70, 20.2.71, 40CFR50, and the New Mexico Air Quality Control Act. Therefore, the preliminary intent of NMED is to issue the air quality operating permit on or before March 19, 2010. Interested persons may obtain the draft operating permit, submit written comments, or request a public hearing on Operating Permit Number P134R2. Written requests for public hearing must state the nature of the issues proposed to be raised in the hearing.
