The land exchange will be based on final appraised values for both the Federal and non-Federal lands. In the approved Feasibility Report and the signed Agreement to Initiate (ATI), the land exchange clearly articulates a methodology for the BLM and New Mexico SLO to equalize values by reducing acreage of either Federal or non-Federal lands as necessary. The ATI further identifies a strategy of the specific parcels (both Federal and non-Federal) that would be dropped in priority order to equalize the land exchange. All the lands to be acquired by the United States are in Dona Ana and Chaves Counties, New Mexico. Acquisition of these lands will serve important public objectives by providing increased management efficiencies, improving manageability, enhance recreation opportunities, protect important natural resource values and consolidating public land holdings within and adjacent to the Lesser Prairie Chicken Habitat Preservation, Organ Mountain, and Dona Ana Mountain Areas of Critical Environmental Concern, the Robledos Wilderness Study Area and Box Canyon. The public lands being disposed of are located in Dona Ana County, New Mexico. The public interest will be well served by making this exchange as these lands will become more easily available for economic development.
