Legal Notice of Proposed Action Opportunity to Comment Holy Ghost Ipomopsis Recovery Project The Pecos-Las Vegas Ranger District, Santa Fe National Forest is proposing to enhance the recovery of the federally endangered Holy Ghost Ipomopsis. The proposed research involves thinning of small diameter trees within three small plots (approximately 2 acres) in Holy Ghost Canyon to better understand the plant's habitat requirements and promote growth in the Pecos portion of the Pecos/Las Vegas Ranger District. The preliminary assessment is that this proposal falls under Categorical Exclusion, paragraph 31.11(a)(3), "Inventories, research activities, and studies, such as resource inventories and routine data collection when such actions are clearly limited in context and intensity." "Categorical exclusion" means a category of actions that do not individually or cumulatively have a significant effect on the environment and therefore neither an Environmental Assessment nor an Environmental Impact Statement is required (FSH 1909.15, 30.3). There are no identified extraordinary circumstances that would preclude use of the category. Copies of the proposed action and associated analysis can be obtained from the Las Vegas Ranger Station. The comment period ends 30 days following the date of publication of this legal notice in the Albuquerque Journal. This publication date is the exclusive means for calculating the time to submit comments on the proposed action.
