Request for Proposal The Pueblo of Zia, in Sandoval County, New Mexico has need for the services of an environmental professional to conduct an Environmental Site Assessment for future housing developments. Project Background 1.Project Location: The Pueblo of Zia is located in north central New Mexico, 30 miles Northwest of Albuquerque. The Pueblo resides on alluvial terraces associated with the Rio Grande River. The local terrain is moderately hilly, broken intermittently with arroyos and the Jemez River. Local vegetation consists of xeric grasses with scattered Juniper trees. The elevation is 5400 feet above sea level. 2.Project Description: The Project consists of the construction of one to ten units, 1200 to 1500 sq. ft. houses. The entire site to be developed may encompass 5 acres. 3.Purpose and Need: The Pueblo of Zia is seeking a report which will meet the need for Environmental Assessment under the Regulations of the Housing and Urban Development. The lump sum price should incorporate all research, field and office work necessary to complete this report. All proposals are due August 21, 2009. The award to the selected Environmental Professional for these services is expected to be made on August 31, 2009. Notice is hereby given that on June 29, 2009, Co-Applicants Albuquerque Bernalillo County Water Utility Authority, Water Rights Manager, PO Box 1293, Albuquerque, New Mexico 87103, and Gene and Dora Montoya, 618 17th Street NW, Albuquerque, NM 87104, filed application No. SD-05299 Amended into RG-960 with the STATE ENGINEER for Permit to Change Point of Diversion and Place and/or Purpose of Use from Surface to Ground Water in the Rio Grande Underground Basin of the State of New Mexico. The applicants propose to discontinue the farm delivery requirement of 100.11 acre-feet per annum, inclusive of a crop irrigation requirement of 70.08 acre-feet per annum from the Cochiti East Side Canal with a point of diversion on the Rio Grande at the Cochiti Dam, located in the SW1/4 SW1/4 NW1/4 of Section 9, Township 16 North, Range 6 East, NMPM in Sandoval County, also located at a point where X=478,847.4 feet and Y=1,679,970 feet, NMCS, Central Zone, NAD 27, within the Pueblo de Cochiti Grant, for the irrigation of 33.37 acres of land owned by Gene and Dora Montoya and described as Tract 93 (3.179 acres), Tract 94A (14.268 acres), and Tract 94B (15.923 acres) all on MRGCD Map 4. The lands described above are generally located south of the New Majada Lateral and east of the Pena Blanca Riverside Drain, Sandoval County, New Mexico. The applicant further proposes to transfer the described water right to vested and permitted wells under RG-960 et al., consisting of 92 system production wells in 25 well fields and 8 non-system wells serving City and County facilities, all located in the City metropolitan area within Bernalillo County for municipal purposes within the service area of the Albuquerque Bernalillo County Water Utility Authority (ABCWUA). The ABCWUA has vested water rights, other acquired water rights placed in RG-960 et al. and San Juan-Chama Project water to which the Authority is entitled to use to offset its wells' pumping effects on the Rio Grande. No increase in diversion allowed under Permit RG-960 et al. is requested by this application. Any person or other entity shall have standing to file an objection or protest if they object that the granting of the application will: (1) Be detrimental to the objector's water right; or (2) Be contrary to the conservation of water within the state or detrimental to the public welfare of the state, provided that the objector shows how they will be substantially and specifically affected by the granting of the application. A valid objection or protest shall set forth the grounds for asserting standing and shall be legible, signed, and include the complete mailing address of the objector. An objection or protest must be filed with the state engineer not later than 10 calendar days after the date of the last publication of this notice. An objection or protest may be mailed to the Office of the State Engineer, 121 Tijeras NE, Suite 2000, Albuquerque, NM 87102 or faxed to (505) 764-3892 provided the original is hand-delivered or postmarked within 24 hours after transmission of the fax.
