The applicants propose to commence the diversion of the above-described 9.06633 acre-feet per annum of CIR as consumptive use from the point of diversion on the Rio Grande known as the Buckman Direct Diversion and permitted under State Engineer Permit No. SP-4842. The diversion point is located on lands owned by the United States Forest Service within a 500 foot radius of a point where X=525,982 feet and Y=1,759,620 feet, NMSPCS, Central Zone, NAD 1927, approximately 3.3 miles downstream from the Highway 502 (Otowi) Bridge. The applicants further propose to change the purpose of use of the subject water rights to domestic, municipal, industrial, commercial, county utility, and related purposes to be used on the proposed new place of use described as being within the Santa Fe County/City of Santa Fe water utility service areas as currently configured and as may be configured in the future. Any person or other entity shall have standing to file an objection or protest if they object that the granting of the application will: (1) Be detrimental to the objector's water right; or (2) Be contrary to the conservation of water within the state or detrimental to the public welfare of the state, provided that the objector shows how they will be substantially and specifically affected by the granting of the application. A valid objection or protest shall set forth the grounds for asserting standing and shall be legible, signed, and include the complete mailing address of the objector. An objection or protest must be filed with the state engineer not later than 10 calendar days after the date of the last publication of this notice. NMSU Board of Regents to meet July 28 and 29 The Board of Regents of New Mexico State University will hold a planning retreat and executive session July 28, 2009, at Holy Cross Retreat, 600 Holy Cross Road. A regular meeting will be held July 29, 2009, in the Regents Room of the Educational Services Center on the Las Cruces campus. The retreat will begin at 8 a.m. on Tuesday, July 28 and the closed executive session will be held at 12:30 p.m. to discuss personnel, real estate and legal matters in accordance with sections 10-15-1 H (2), (8), and (7) of the New Mexico Open Meetings Act. The regular meeting will begin at 10 a.m. Wednesday, July 29. Copies of the agenda for the regular open meeting will be available at NMSU, Zuhl Library, Las Cruces, not less than 24 hours prior to the meeting. CITY OF ESPANOLA PRESS RELEASE JULY 15, 2009 The Governing Body of the City of Espanola held an emergency meeting on June 15, 2009, at 12:00 noon at City Hall, and declared a Stage 4 -Mandatory Compliance- Water Conservation measure. This measure prohibits the use of potable municipal water for outdoor irrigation, washing of automobiles, washing of parking lots, refilling of swimming pools, spas and ponds, and use of water for construction purposes. It also restricts the amount of potable water for commercial Laundromats and Car Washes. These businesses will be required to reduce their water usage by twenty-seven percent (27%). City staff members are available to meet with business owners to discuss questions they may have regarding these restrictions. The City was forced to enact the stage 4 water conservation measure after a primary water tank experienced a major leak on July 13. Tank #2, a one million gallon tank, is located on Industrial Park Road. Well #2, which produces the largest portion of the city's water, feeds directly into the tank and had to be taken offline. City Manager Veronica Albin, Public Works Director Ben Ortega and Water Services Director Marvin Martinez have developed a plan to install a water line which will reroute water from Well #2 into the city's water system, putting the well back in service and decreasing the amount of time the Stage 4 measure will be in effect, possibly to as little as two weeks.
