TWO REQUESTS FOR PROPOSALS FOR PROJECTS TO ADDRESS WATER QUALITY PROBLEMS IN PRIORITY WATERSHEDS Purpose Nonpoint source pollution is the leading cause of water quality degradation in the United States and poses a substantial problem for the health of New Mexico's streams and rivers. In two requests for proposals (RFPs), the New Mexico Environment Department (NMED), Surface Water Quality Bureau is requesting proposals from federal, state, and local agencies, non-profit organizations, for-profit organizations, and individuals for watershed-based planning projects and on-the-ground projects in the watersheds of priority impaired stream reaches to produce measurable improvements in water quality by 2014 and in the longer term. Projects identified through these RFPs must address specific impaired waters identified in the 2008-2010 State of New Mexico Clean Water Act 303(d)/ 305(b) Integrated Report with completed total maximum daily loads describing those impairments. Watershed-based planning projects must include the planning elements identified in the U.S. Environmental Protection Agency Nonpoint Source Program and Grants Guidelines for States and Territories (Fed. Reg., October 23, 2003). On-the-ground projects must be described in watershed-based plans or equivalent documents that meet the requirements of these Guidelines. A separate response is required for each RFP. NOTICE OF PUBLIC HEARING The Human Services Department will hold a public hearing receive testimony on emergency amendments to regulation. Because the Department has received less than sixty days notice of federal legislation and has insufficient time to follow the regular rulemaking process, the Human Services Department will implement an interim emergency rule in order to comply with the federal mandate effective date of April 1, 2009. The hearing will be held at 11:00 am on April 30, 2009. The hearing will be held at the Income Support Division Conference Room at Pollon Plaza, 2009 S. Pacheco St., Santa Fe, NM 87505. City of Rio Rancho request for PROPOSALS (RFP) RFP NO. 09-PW-06 ENGINEERING SERVICES FOR SPECIAL ASSESSMENT DISTRICT 9 The City of Rio Rancho, Department of Financial Services, 3200 Civic Center Circle NE, Rio Rancho, New Mexico 87144, will receive proposals for Engineering Services for Special Assessment District 9 no later than Wednesday, April 29, 2009, at 2:00 p.m. local time. The City of Rio Rancho is requesting proposals from qualified professional engineering firms licensed in the State of New Mexico to provide engineering services to the Engineering Division of the City s Department of Public Works for the proposed Special Assessment District 9. This project includes general engineering services and support services which may include research, mapping, surveying, geotesting, environmental studies, archaeological studies, appraisals, infrastructure design, cost estimates, inspection, construction management, and similar activities. In addition, the project includes: administrative support to City officials which may include providing consultation, advice, guidance, and data to assist with ensuring compliance with various governing specifications, procedures, and standards; assistance in preparing and coordinating applications for alternative funding and coordination of submittal and review with governing agencies as well as private utilities; assistance in coordinating with public interest groups, homeowners associations, etc. for public and educational meetings; and assistance and coordination with external legal and financial council identified by the City.
