Notice is hereby given that on February 12, 2009, Les and Cheri Snipes, 4252 Diaz Road, Los Lunas, NM 87031; LL Land and Cattle, LLC, c/o Tom Stromei, Stromei Realty, LLC, P.O. Box 276, Santa Fe, NM 87501, filed Application No. SD-8300-A into SP-4842 with the STATE ENGINEER for Permit to Change Point of Diversion and Place and Purpose of Use of Surface Waters on the Rio Grande Stream System of the State of New Mexico. The applicants propose to discontinue the diversion of 92.857 acre-feet of surface water per annum, inclusive of a consumptive use amount of 65.00 acre-feet per annum, on land owned by Les and Cheri Snipes, from the Lemitar Lateral with a point of diversion at the San Acacia Diversion (SP-1690-4) on the Rio Grande within the SW1/4 NE1/4 NE1/4 of Section 1, Township 1 South, Range 1 West, NMPM, also described as X=307,602.3 feet, Y=1,185,295 feet, NMCS Central Zone NAD 27 within the Sevilleta Grant, for the irrigation of 30.9524 acres of land within Sections 25, 26, and 36, Township 1 South, Range 1 West, NMPM, and further described as the northwest and north-central portion within 147.159 acres described as Parcel A, Property of Brawley, on MRGCD maps 151 and 152. The move-from lands generally are located directly adjacent to Hwy 408 and the railroad tracks and about 1.5 mile southeast of Polvadera, and one mile equidistant between I-25 and the Rio Grande, in Socorro County, New Mexico. The applicants propose to commence the diversion of the above-described 65.00 acre-feet per annum of consumptive use from the point of diversion on the Rio Grande known as the Buckman Direct Diversion and permitted under State Engineer Permit No. SP-4842. The diversion point is located on lands owned by the United States Forest Service within a 500 foot radius of a point where X=525,982 feet and Y=1,759,620 feet, NMSPCS, Central Zone, NAD 1927, approximately 3.3 miles downstream from the Highway 502 (Otowi) Bridge. The applicants further propose to change the purpose of use of the subject water rights to domestic, municipal, industrial, commercial, county utility, and related purposes to be used on the proposed new place of use described as being within the Santa Fe County water service area as currently configured and as may be configured in the future. Any person or other entity shall have standing to file an objection or protest if they object that the granting of the application will: (1) Be detrimental to the objector's water right; or (2) Be contrary to the conservation of water within the state or detrimental to the public welfare of the state, provided that the objector shows how they will be substantially and specifically affected by the granting of the application. A valid objection or protest shall set forth the grounds for asserting standing and shall be legible, signed, and include the complete mailing address of the objector. An objection or protest must be filed with the state engineer not later than 10 calendar days after the date of the last publication of this notice. An objection or protest may be mailed to the Office of the State Engineer, 121 Tijeras NE, Suite 2000, Albuquerque, NM 87102-3465, or faxed to 505/764-3892 provided the original is hand-delivered or postmarked within 24 hours after transmission of the fax. INVITATION FOR BID Notice is hereby given that the Village of Ruidoso, Lincoln County, New Mexico calls for sealed bids on IFB#08-031. The Village of Ruidoso is requesting sealed competitive bids for construction of a temporary bridge replacement at Main Road. The project consists of removing the existing debris from the stream channel as required to facilitate the installation of three Village furnished six foot by six foot pre-cast concrete box structure with riprap gabion headwalls, wire enclosed riprapped banks and other appurtenances as shown in the plans. Prospective bidders should: have an appropriate contractors license (GF-98 or other satisfactory classification), and Registration with New Mexico Department of Work Force Solutions.
