NEW MEXICO GAMING CONTROL BOARD One-Day Regular Board Meeting Notice The New Mexico Gaming Control Board will conduct a one-day regular Board meeting at Board headquarters located at 4900 Alameda NE, Albuquerque, NM. On Tuesday, February 23, 2010, the Board will meet in closed executive session commencing at 9:00 a.m. until 1:30 p.m., at which time they will meet in open session. Notice of Proposed Action Specialized training units at Kirtland Air Force Base (AFB) have previously used the Cibola National Forest (NF) to conduct training exercises to sustain mission readiness. The military's Special Use Permit that authorized the entire training program has expired; since then, stand-alone, temporary permits have been issued by the Forest Service (FS) for individual training exercises. The Air Force has requested to continue existing specialized military training of Kirtland AFB and other military units on the Cibola NF with a small increase in some class sizes. The Cibola NF proposes to issue a new Special Use Permit to the military to allow for use of specific sites on the Cibola NF for continued training exercises. The new permit would eliminate the need to issue an individual permit for each exercise. The Cibola NF provides ideal conditions for helicopter and fixed-wing training, tactical ground operations, and parachute training because of the diverse terrain and landscape found in the forest. The proposed training is needed to ensure effective training and mission readiness for these military units. Several new sites within the Cibola NF are also proposed to increase training realism and effectiveness. The Forest Service and the Air Force have agreed to cooperate in the analysis of the proposal. The 377th Air Base Wing at Kirtland AFB, New Mexico, will be preparing an Environmental Assessment (EA) under the National Environmental Policy Act, Air Force, and Forest Service regulations. The Forest Service solicits comments and concerns regarding the proposal so that they might address them in the analysis. REQUEST FOR PROPOSALS The Mescalero Apache Housing Authority ("Owner") is requesting proposals from a licensed General Contractor to provide services for the reconstruction of three (3) residential units on the Mescalero Reservation. The units were subject to extreme fire damage and are to be reconstructed to meet the original design plans. In addition to reconstruction, work will include construction of one slab and extension and hookups of utilities for one unit. Owner will review only bids that meet the threshold requirements listed below and that provide all documentation required pursuant to this RFP and the Bid Packet. Threshold Requirements: 1. Contractor must demonstrate capacity to obtain a 100% Performance and Payment bond for the Project or to provide alternate mechanisms as more specifically described in the more detailed Request for Proposals described below. 2. Contractor must possess a valid General Contractor's license issued by the State wherein its main office is located and not be on the HUD Suspended or Debarred list. 3. Contractor must divide the cost and specifications section of its proposal into three discrete parts, one for each residential unit. 4. Contractor must include in its proposal a plan to hire Mescalero Apache and other Indian craftsmen and laborers for the project. As feasible, such plan should require at least 50% of all new hires to fit this requirement. 5. Contractor's proposal must include a guaranteed maximum price that falls within a total project budget of $500,000, which budget includes project administrative costs.
