Notice is hereby given that on July 1, 2009, the City of Rio Rancho, c/o Lisa Vornholt, 3200 Civic Center Circle NE, Rio Rancho, New Mexico 87144, and Ruth Huffman, P.O. Box 88, Socorro, New Mexico 87801 filed as co-applicants Application No. SD-03103 into RG-6745 et al. with the State Engineer for Permit to Change Point of Diversion and Place and Purpose of Use from Surface to Ground Water within the Rio Grande Underground Water Basin and the same day the City of Rio Rancho filed companion application number RG-6745 et al. into SD-03103-T with the State Engineer for Permit to Temporarily Transfer water back to the move from lands. Diversion of water under City of Rio Rancho's Permit No. RG-6745 et al. shall not exceed 24,020.16 acre-feet per annum for domestic, commercial, industrial, housing subdivision, and related purposes within the service area of the City of Rio Rancho municipal water system. No increase in diversion is requested by the transfer of water rights under this application. This application is made for the purpose of complying with Permit No. RG-6745 et al., which requires the City of Rio Rancho to offset the impacts of groundwater pumping on surface flows of the Rio Grande and its tributaries. Any person or other entity shall have standing to file an objection or protest if they object that the granting of the application will: (1) Be detrimental to the objector's water right; or (2) Be contrary to the conservation of water within the state or detrimental to the public welfare of the state, provided that the objector shows how they will be substantially and specifically affected by the granting of the application.
