PUBLIC NOTICE REQUEST FOR APPLICATIONS FOR THE IMPLEMENTATION OF THE 2013 HAZARDOUS FUEL TREATMENTS ON NON-FEDERAL LANDS THAT WILL REDUCE THE FIRE THREAT TO NEW MEXICO'S COMMUNITIES The New Mexico Energy, Minerals and Natural Resources Department (EMNRD), Forestry Division (Division) is seeking Applications for the implementation of the 2013 Hazardous Fuel Treatments on Non-Federal Lands to reduce the fire threat to New Mexico's communities. Eligible applicants are: Counties, municipalities, soil and water conservation districts (SWCDs) and tribal governments that are surrounded by hazardous forest fuels, which pose a threat in the event of a wildland fire. Funding for this Request for Applications (RFA) is provided by the U.S. Department of Agriculture, Forest Service (USFS) with Wildland Fire Hazardous Fuels (WFHF) funding. Drawer 571 Tyrone, NM 88065 Silver City Grant Freeport-McMoRan, Tyrone Inc., John Brack, General Manager, proposes to modify the Discharge Permit, which presently covers the Savannah and Gettysburg Pits, the 6B, 6C and 7B Leach Stockpiles, and allows for the discharge of up to 18,288,000 gallons per day (gpd) of acid leach solution (raffinate) to the Nos. 6B, 6C and 7B Leach Stockpiles. The permit modification addresses the development of two new leach stockpiles identified as the 6A and 6D Leach Stockpiles. The 6A Leach Stockpile will be located within the south portion of the Savannah Pit as allowed by a variance granted by the WQCC on January 27, 2012. The 6D Leach Stockpile will fill a narrow corridor that is bounded on the north by the 6B Stockpile, and on the south by the 7B and 6C Stockpiles. The new stockpiles will form one continuous stockpile consisting of the 6A, 6B, 6C, 6D, and 7B regulated under DP-455. The maximum permitted discharge rate of raffinate applied to the combined 6A, 6B, 6C, 6D and 7B Leach Stockpiles will be 18,288,000 gpd. The facilities are located approximately 10 miles south of Silver City, New Mexico, in Sections 22, 23, 25, 26 and 27, T19S, R15W, Grant County, New Mexico. Depth to ground water in the area of the permitted discharge ranges from approximately 0 to 560 feet and has a total dissolved solids concentration of approximately 500 milligrams per liter. Box 429 Santa Rosa, NM 88435 Santa Rosa Guadalupe City of Santa Rosa Wastewater Treatment Facility, Albert Campos Jr., Mayor, proposes to renew and modify the Discharge Permit for the discharge of up to 670,000 gallons per day (gpd) of treated domestic wastewater (reclaimed wastewater) from the City of Santa Rosa Wastewater Treatment Facility. Reclaimed wastewater is used for irrigation of turf at the Tres Lagunas Golf Course, Park Lake Recreation Area and the City Softball Complex. Reclaimed wastewater may be transferred to facilities separately permitted by NMED to received reclaimed wastewater, used for temporary uses that NMED has determined do not require a Discharge Permit, and/or discharged to El Rito Creek pursuant to National Pollutant Discharge elimination System (NPDES) Permit NM0024988. The modification consists of replacement of the synthetically lined aerated lagoon system with a mechanical treatment system and authorizing reclaimed wastewater irrigation of turf on City owned property. Potential contaminants associated with this type of discharge include nitrogen compounds. The facility is located at the end of Power Dam Lake Road in Santa Rosa, in Section 11, Township 08 North, Range 22 East, Guadalupe County. The locations of the reuse sites are as follows: Tres Laguna Golf Course in Section 6, Township 08 North, Range 22 East and in Section 31, Township 09 North, Range 22 East; Park Lake Recreation Area in Section 2, Township 08 North, Range 21 East; City Softball Complex in Section 6, Township 08 North, Range 22 East. Ground water beneath the sites ranges between 10-26 feet and has a total dissolved solids concentration ranging between 2,800-2,920 milligrams per liter. Ground water most likely to be affected is at a depth of approximately 8-20 feet and has a total dissolved solids concentration of approximately 540 milligrams per liter. Ground water beneath the site is at a depth of approximately 320 feet and has a total dissolved solids concentration of approximately 150 milligrams per liter. NAVAJO HOUSING AUTHORITY RE-ADVERTISEMENT RFP #223, THIRD-PARTY (3RD) UFAS Compliance Inspector The Navajo Housing Authority is requesting proposals from qualified Indian and Non-Indian Owned Third Party (3rd) Uniform Federal Accessibility Standards (UFAS) Compliance Inspector to assist and deliver to the NHA Section 504 in providing a comprehensive inspection of NHA design and construction of 70 Public Rental Units, NHA Non-Dwelling buildings, and 15 sub-recipient Public Rental dwellings and buildings.
