REQUEST FOR PROPOSAL BLOOMFIELD IRRIGATION DISTRICT Road 4599 FLUME PROJECT RFP# 2022-003 The Bloomfield Irrigation District is soliciting qualifications-based competitive sealed proposals from professional firms to provide design, engineering, surveying, and planning services for the Road 4599 Flume Project (RFP NO 2022-003). This project is located in the Blanco, NM area. Legal Notice of Request for Proposals (RFP) The New Mexico Department of Health, Office of General Counsel is issuing a Request for Proposals (RFP) to contract for outside legal services for the Department of Health. The total amount of funding available through this RFP is subject to legislative appropriations, awards of federal funding, and budget approval by the Department of Finance and Administration. Public Notice The New Mexico Environment Department (Department) has received an application for a radioactive material license from Covenant Healthcare Center for records storage and material use at 609 W. Country Club Rd., Roswell, NM 88201. During the early part of the evaluation period, the Department will review and comment upon the application. The Department may, at its discretion, retain consultants to assist in its evaluation of the application. Relevant comments and questions received by the Department from various agencies and interested parties will be forwarded to the applicant for response. Correspondence associated with the application will be on file with the Radiation Control Bureau and will be available for inspection by the applicant and any other interested parties. The Department has required the company to provide complete plans and other materials concerning, among other things, the public health, safety and environmental aspects of the proposed facility. NEW MEXICO ENVIRONMENTAL IMPROVEMENT BOARD NOTICE OF PUBLIC HEARING EIB 21-48 The New Mexico Environmental Improvement Board ("Board") will hold a public hearing beginning at 9:00 a.m. MST on February 23, 2022 and continuing on consecutive days as needed via the web application WebEx. This time-sensitive hearing is being held via WebEx due to restrictions currently in place by the Governor's Executive Orders and various emergency public health orders designed to protect the public and prevent the spread of COVID-19. The hearing location may change prior to the hearing date, and the Board may hold the hearing in person if circumstances allow. Even if the Board holds the hearing in person, the Board Administrator will provide teleconference or virtual access to those wishing to participate without being at the hearing in person. Petitioners contend the Department's decision approves a definition of ambient air that is contrary to the law. Petitioners further contend the air dispersion modeling is deficient, violating of the Bureau's Air Dispersion Modeling Guidelines, U.S. Environmental Protection Agency (EPA) Guidance, and applicable law. Petitioners claim the Department's hearing process violated Title VI of the 1964 Civil Rights Act and the Department's own policy by violating limited English proficient (LEP) community members' right to meaningfully participate in the hearing. The graves were within the boundaries of what was called the Masons and Odd Fellows Cemetery, established in Santa Fe, New Mexico in 1853 as the first Protestant primarily civilian cemetery in Santa Fe. The cemetery was decommissioned in 1890. The cemetery was and remains the resting place of 19th century Santa Fe Masonic fraternity members, and the Independent Order of Odd Fellows and their families. The cemetery was/is also the resting place of citizens, military, merchants and travelers, men, women and children of many ethnic groups, who died between 1853 and 1890, most of whom were not permitted into Santa Fe's older established cemeteries because of religious restrictions. Individuals removed from their graves at the La Secoya de El Castillo development could not be identified by name. No identifying markers or marked cemetery maps pertaining to the graves have been found in the archives of the Montezuma Lodge No. 1 Santa Fe, or the Independent Order of Odd Fellows Santa Fe Lodge. Potential reburial locations for these individuals include The Independent Order of Odd Fellows Cemetery in Santa Fe. Reburial is scheduled to take place in 2022.
