PUBLIC NOTICE The New Mexico Higher Education Department (NMHED), Adult Education Division, announces a Request for Applications (RFA) to receive grants to support the operation of Adult Education and Family Literacy programs and to support Integrated English Literacy and Civics Education programs in New Mexico. Grants will be funded by the U.S. Department of Education, Office of Career, Technical, and Adult Education under the Workforce Innovation and Opportunity Act (WIOA), Title II, and by the New Mexico State Legislature. Providers will deliver services in collaboration with WIOA Titles I, III, and IV partners. Grants will be awarded for a four-year period: Fiscal years 2022-2025 (beginning on July 1, 2021, and ending on June 30, 2025). Continuation of funding through this four-year period is dependent upon availability of funds and adherence to grant requirements. The purpose of this grant application is to fund programs that: (1) adults to become literate and obtain the knowledge and skills necessary for employment and economic self-sufficiency; (2) assist adults who are parents or family members to obtain the education and skills that (A) are necessary to becoming full partners in the educational development of their children; and (B) lead to sustainable improvements in the economic opportunities for their family; (3) assist adults in attaining a secondary school diploma and in the transition to postsecondary education and training, including through career pathways; and (4) assist immigrants and other individuals who are English language learners in (A) improving their (i) reading, writing, speaking, and comprehension skills in English; and (ii) mathematics skills; and (B) acquiring an understanding of the American system of Government, individual freedom, and the responsibilities of citizenship. Notice is hereby given that the Santa Fe County Planning Commission (Planning Commission) and Board of County Commissioners (BCC) of Santa Fe County (County) will conduct public hearings on the above-titled ordinance (Proposed Ordinance). General Summary of Proposed Ordinance. The Proposed Ordinance would amend the Santa Fe County Sustainable Land Development Code (SLDC), Ordinance No. 2016-9, to amend and restate Section 7.2 (Fire and Building Codes) and Section 7.14 (Energy Efficiency). The Proposed Ordinance would amend Section 7.2 (Fire and Building Codes) to reference the current versions of applicable building and fire codes. The Proposed Ordinance would amend Section 7.14 (Energy Efficiency) to require new structures to follow specified pathways or approaches under the 2018 New Mexico Residential Energy Conservation Code and 2018 New Mexico Commercial Energy Conservation Code. Specifically, except accessory buildings, modular homes, and manufactured homes, each new structure or portion thereof to which the 2018 New Mexico Residential Energy Conservation Code applies would be required to comply with the energy rating index approach, 14.7.6.12(A)(3) NMAC. And each new structure or portion thereof to which the 2018 New Mexico Commercial Energy Conservation Code applies would be required to comply with ANSI/ASHRAE/IESNA 90.1, Section C401.2(1) of the 2018 International Energy Conservation Code. In addition, the Proposed Ordinance would eliminate the whole-house mechanical ventilation requirement for residential structures currently required by the SLDC. Public Hearings and Submission of Written Comments. All interested parties will be heard at the public hearings. Written comments, questions, and objections regarding the Proposed Ordinance may also be submitted to the Growth Management Department, addressed to P.O.
