PUBLIC NOTICE PROFESSIONAL SERVICES TO DEVELOP RULES FOR NEW MEXICO ENERGY, MINERALS AND NATURAL RESOURCES DEPARTMENT OIL CONSERVATION DIVISION The New Mexico Energy, Minerals and Natural Resources Department (EMNRD), Oil Conservation Division (OCD) is requesting proposals to provide the development and support the adoption of rules to regulate the venting and flaring of methane at oil and gas facilities. Work shall be assigned as-needed on a task order basis. EMNRD may award multiple contracts as a result of this RFP. Typical tasks that the successful Offeror will be asked to perform are listed below. REQUEST FOR RELEASE OF FUNDS On or about March 2, 2020 MFA will submit a request to HUD on behalf of Bernalillo County Housing Department for the release of Project Based Voucher funds under Title VI of the Quality Housing and Work Responsibility Act of 1998, as amended, to undertake a project known as Ceja Vista Senior Apartments for the purpose of constructing a 156 unit apartment community for households 55 years and older. Ceja Vista will be located at 10001 Ceja Vista Rd. SW Albuquerque, New Mexico 87121 Bernalillo County. This publication also serves as notice of requested National Housing Trust Fund for the project under Section 1131 of Title 1 of the Housing and Economic Recovery Act (HERA) of 2008. Project Description: Construction of a new 156 living unit rental community consisting of one- and two-bedroom apartment homes. The community will consist of two three story buildings with elevators and plenty of community gathering spaces. Project Issues: No project issues were identified in the evaluation of the proposed project. FINDING OF NO SIGNIFICANT IMPACT MFA has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.
