Generations at West Mesa is a senior housing site targeting households with at least one (1) member age 55 years or older. There are 1-, 2- and 3-bedroom units to accommodate larger households. REQUEST FOR THE RELEASE OF FUNDS On or about September 6, 2019, the Bernalillo County Housing Department will submit a request to the Mortgage Finance Authority (MFA) for the release of funds under Title II of the Cranston-Gonzales National Affordable Housing Act (NAHA) of 1990, as amended, for the HOME Investment Partnership Program (24 CFR Part 92) in the amount of $65,000 to undertake a project known as the House by House Reservation Rehabilitation Program for the purpose of rehabilitating single family homes owned and occupied by low income families. Approximately 4 home(s) to be rehabbed house(s) will be rehabilitated in the following counties: Bernalillo County and Sandoval County The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act requirements. The activities proposed satisfy HUD's 24 CFR Part 58 regulations and the National Environmental Policy Act. In accordance with 58.15, a tiered environmental review process has been performed. A Tiered review is a two-step environmental review process. RELEASE OF FUNDS The Bernalillo County Housing Department certifies that Brett Engel of Acme Environmental Inc. in his capacity as the Certifying Environmental Official consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the Bernalillo County Housing Department to use Program funds. OBJECTIONS TO THE RELEASE OF FUNDS HUD will accept objections to its release of funds and Bernalillo County Housing Department certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if it is on one of the following bases: (a) the certification was not executed by the Certifying Officer of Bernalillo County Housing Department; (b) Bernalillo County Housing Department has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. NOTICE OF PUBLIC HEARING NEW MEXICO ENVIRONMENT DEPARTMENT The New Mexico Environment Department (NMED) will hold a public hearing beginning at 5:30 p.m. on October 16, 2019, and continuing on as needed, at the Taos County Commission Chambers, Room 106, located at 105 Albright Street, in Taos, New Mexico. The hearing will consider the proposed groundwater discharge permit (Discharge Permit or DP-465) prepared in response to a discharge plan submitted by Steve and Loretta Rael, owners of S&R Septic (Applicants). The Hearing Officer will provide opportunities for general oral statements or non-technical testimony from members of the public before the conclusion of the hearing. Name of the Applicants: Steve and Loretta Rael, S&R Septic, P.O. Box 3155, Rancho de Taos, NM 87557. Location of the Discharge: The facility is located on Tune Drive, north of NM Highway 64, approximately three miles northwest of Taos, and projected to be in Section 21, Township 26N, Range 12E, Taos County. Activities Which Produce the Discharge: Domestic septage and sludge are processed and discharged at the facility into unlined cells for disposal: Quality, Quantity, and Flow Characteristics of the Discharge: Up to 9,857 gallons per day (gpd) on an average weekly basis, not to exceed a maximum of 69,000 gallons per week, of domestic septage (including portable toilet waste) is discharged to 13 unlined shallow surface disposal cells totaling 2.31 acres on a rotational basis; and Up to 8,333 gallons per month on an average annual basis, not to exceed a maximum of 100,000 gallons per year, of liquid, semi-solid and solid domestic wastewater treatment facility and/or package treatment plant sludge is discharged to three shallow surface disposal cells totaling 0.46 acres on a rotational basis. All waste types are treated by mixing each load with lime to increase the pH above 12.0 for a minimum of 30 minutes prior to discharging into the shallow surface disposal cells. The discharge may contain water contaminants with concentrations above the standards of 20.6.2.3103 NMAC and may contain toxic pollutants as defined in 20.6.2.7.T NMAC. Depth to Groundwater: Groundwater most likely to be affected has been estimated to be at a depth of greater than 500 feet and have a total dissolved solids concentration of approximately 300-400 milligrams per liter. Hearing Procedures: The hearing will be conducted pursuant to the NMED Permit Procedures regulations, 20.1.4 NMAC, and the NMED Ground and Surface Water Protection regulations, 20.6.2.3110 NMAC. Any member of the public may attend the hearing and present relevant non-technical testimony, orally or in writing, and to examine witnesses testifying at the hearing. The Project includes the following Work: Ohkay Owingeh (Owner) is soliciting bids for construction of two 6 5/8-inch diameter (maximum) exploratory boreholes with temporary surface casings followed by a deep water supply well to approximate depths of 1,500 feet. The selected Contractor shall furnish the labor, materials, supplies, and equipment required to complete the project. The well site is an unimproved area located east of State Road 68 and north of Service Route 513. The project area is approximately 0.5 mile (east-west) by 1.0 mile (north-south). To be considered for this work, bidders must have current New Mexico Well Driller and Business licenses, and must also have the appropriate General Contractor license required by the State. Drilling shall be completed using reverse mud-rotary methods from beneath the surface casing to the total well depth. Methods shall be consistent with standard practices for construction of water supply wells. Once the total drilled depth of the exploratory holes are reached, the drill string will be removed and a suite of geophysical logs (temperature, electrical resistivity, natural gamma, sonic, neutron, caliper and deviation) will be run in the mud-filled borehole prior to reaming. A three-arm caliper and deviation logs shall be also run on the reamed borehole. Once the supply well is constructed development and testing will be completed by flushing, swabbing, airlift, and development pumping, step- and constant-rate pumping tests, followed by video and alignment surveys. The Contractor shall have prior experience in the construction of at least three wells valued at no less than $500,000 each within the past three years. The Contractor shall have engaged in the construction of wells in similar geologic materials and similar to the dimensions of the well specified herein. Prospective bidders shall provide evidence of the above requirements in the form of reference projects at the time of receipt of bids.
