New Mexico Environment Department Ground Water Quality Bureau The New Mexico Environment Department (NMED) Ground Water Quality Bureau (GWQB) hereby provides notice pursuant to 20.6.2.3108.H NMAC that the following Groundwater Discharge Permits have been proposed for approval. DP-162 - Yorktown Dairy proposes to renew and modify the Discharge Permit for the discharge of up to 21,000 gallons per day of agricultural wastewater from the production area of a dairy facility. Potential contaminants from this type of discharge include nitrogen compounds. The facility is located at 3500 School Road, approximately five miles southeast of Roswell, in Sections 19 and 20, T11S, R25E, Chaves County. Groundwater most likely to be affected is at a depth of approximately 12 feet and had a pre-discharge total dissolved solids concentration of 1,925 milligrams per liter. DP-683: Sideline Dairy proposes to renew the Discharge Permit for the discharge of up to 450,000 gallons per day from the production area of a dairy facility. Potential contaminants associated with this type of discharge include nitrogen compounds. The facility is located at 160 E. Jackson Road, approximately 3 miles north southwest of Lake Arthur, in Sections 25, 26, 35, and 36, T15S, R25E, and Section 31, T15S, R26E, Chaves County. Groundwater most likely to be affected is at a depth of approximately 18-41 feet and had a pre-discharge total dissolved solids concentration of 3,000 milligrams per liter. Groundwater most likely to be affected is at a depth of approximately 20 feet and had a pre-discharge total dissolved solids concentration of 6,200 milligrams per liter. DP-837, Leprino Foods Company Roswell: Leprino Foods Company proposes to renew and modify the Discharge Permit for the discharge of up to 1,700,000 gallons per day (gpd) of food process wastewater to treatment and disposal system. The modification consists of an increase in the maximum daily discharge volume from 1,500,000 gpd to 1,700,000 gpd. Potential contaminants associated with this type of discharge include nitrogen compounds. The facility is located at 5600 Omaha Road, Roswell, in Sections 26 and 35, T11S, R24E, Chaves County. Groundwater most likely to be affected is at a depth of approximately 38 feet and had a pre-discharge total dissolved solids concentration of 2,420 milligrams per liter. DP-1728: Ruan Transport proposes to modify the Discharge Permit for the discharge of up to 7,000 gallons per day (gpd) of agricultural wastewater from a truck wash to be discharged at Woodcrest Dairy managed under Discharge Permit 635 and for up to 100 gpd of domestic wastewater to a tank that is pumped and hauled offsite. The modification consists of a change in discharge location from Oasis Dairy to Woodcrest Dairy. Potential contaminants from this type of discharge include nitrogen compounds. Ruan Transport is located at 7723 Comax Rd., Hagerman, in Section 13, T14S, R25E, Chaves County. Woodcrest Dairy is located approximately four miles southeast of Roswell, in Sections 17 and 20, T11S, R25E, Chaves County. Groundwater beneath Ruan Transport is at a depth of approximately 120 feet and had a pre-discharge total dissolved solids concentration of approximately 3,110 milligrams per liter. Groundwater beneath Woodcrest Dairy is at a depth of approximately 15 feet and had a pre-discharge total dissolved solids concentration of approximately 3,500 milligrams per liter. DP-1475: Palla, Inc. 2 proposes to renew and modify the Discharge Permit for the discharge of up to 300,000 gallons per day of agricultural wastewater from a dairy facility. Potential contaminants from this type of discharge include nitrogen compounds. The facility is located at 1271 State Road 288, approximately 22 miles north of Clovis, in Sections 1, 2, and 11, T04N, R35E and Section 34, T05N, R35E, Curry County. Groundwater most likely to be affected is at a depth of approximately 452 feet and had a pre-discharge total dissolved solids concentration of 265 milligrams per liter. DP-177 - Gonzalez Dairy, Inc. proposes to renew Discharge Permit 177 for closure. No discharge will occur under this Discharge Permit as dairy related operations at this facility have ceased. The facility is located at 14310 Stern Drive, Mesquite, located in the Brazito Land Grant, projected in Sections 8, 9, and 17, T25S, R03E, Doa Ana County. Groundwater most likely to be affected is at a depth of approximately 15 feet and had a pre-discharge total dissolved solids concentration of 1,000 milligrams per liter. DP-1525 - San Mateo Enterprises proposes to renew and modify the Discharge Permit for the discharge of up to 9,999 gallons per day of agricultural wastewater from a chile processing plant to a surface disposal area. Potential contaminants from this type of discharge include nitrogen compounds. The facility is located at 7301 Hwy 26, Hatch, in Section 29, T19S, R04W, Doa Ana County. Groundwater most likely to be affected is at a depth of approximately 150 feet and had a pre-discharge total dissolved solids concentration of 341 milligrams per liter. DP-1806, Town and Country Mobile Home Park: Black Diamond Equities LLC proposes to discharge of up to 9,999 gallons per day of domestic wastewater to a treatment and disposal system. Potential contaminants from this type of discharge include nitrogen compounds. The facility is located at 1716 N. Canal St., Carlsbad, Eddy County. Groundwater most likely to be affected is at a depth of approximately 29 feet and had a pre-discharge total dissolved solids concentration of approximately 1,600 milligrams per liter. DP-875: S&H Enterprises, Inc. proposes to renew the Discharge Permit for the discharge of up to 3,600,000 gallons per day of reclaimed domestic wastewater received from the City of Hobbs Wastewater Treatment Facility regulated under DP-37 to a reuse system. The facility is located at 2826 East Nadine Road, approximately three miles southeast of Hobbs, in Sections 24, 25, and 26, T19S, R38E and Sections 18, 19, and 30, T19S, R39E, Lea County. Groundwater most likely to be affected is at a depth of approximately 41 feet and had a pre-discharge total dissolved solids concentration of approximately 380 milligrams per liter. DP-909: Tee Vee Dairy proposes to renew the Discharge Permit for the discharge of up to 48,000 gallons per day of agricultural wastewater from the production area of a dairy facility. Potential contaminants from this type of discharge include nitrogen compounds. The facility and discharge locations are located at 5401 Pinson Rd., approximately 9 miles northwest of Hobbs, in Sections 13 and 14, T17S, R37E and Section 7, T17S, R38E, Lea County. Groundwater most likely to be affected is at a depth of approximately 90 feet and had a pre-discharge total dissolved solids concentration of 530 milligrams per liter. DP-1785: Green Stream Farms LLC proposes to renew the Discharge Permit for the discharge of up to 538,000 gallons per day of saline water to propagate and harvest algae in shallow lagoons. Potential contaminants from this type of discharge include nitrogen compounds, chloride, and dissolved solids. Groundwater most likely to be affected is at a depth of approximately 194 feet and had a pre-discharge total dissolved solids concentration of 275 milligrams per liter. DP-1594, Sierra County Regional Wastewater Treatment Plant - North Area: The City of Elephant Butte proposes to renew the Discharge Permit for the discharge of up to 600,000 gallons per day of domestic wastewater to a treatment and disposal system. Potential contaminants from this type of discharge include nitrogen compounds. The facility is located at 1001 Sunset Ridge Rd., approximately two miles southwest of Elephant Butte, in Section 27, T13S, R04W, Sierra County. Groundwater most likely to be affected is at a depth of approximately 21 feet and had a pre-discharge total dissolved solids concentration of 379 milligrams per liter. DP-1777: Riggs Chile Company proposes to discharge of up to 12,000 gallons per day of agricultural wastewater from a chile processing facility. Potential contaminants from this type of discharge include nitrogen compounds. The facility and discharge locations are located at 13094 Highway 187, Derry, approximately 2.8 miles northwest of Garfield, in Section 31, T17S, R04W, Sierra County. Groundwater most likely to be affected is at a depth of approximately 16-30 feet and has a pre-discharge total dissolved solids concentration of 884-1,700 milligrams per liter.
