PUBLIC NOTICE DRAFT ENVIRONMENTAL ASSESSMENT BLM Right of Way for 58th SOW Training near Kirtland Air Force Base A Draft Environmental Assessment (EA) was prepared by the U.S. Air Force (USAF) in coordination with the U.S. Bureau of Land Management (BLM) to evaluate the approval of a BLM Right-of-Way (ROW) easement to 49 sites on BLM-administered lands near Kirtland Air Force Base (AFB). The purpose of the BLM is to provide a ROW, under the application provisions of the Federal Land Policy and Management Act of 1976 (FLPMA), to the USAF for the 58th Special Operations Wing (SOW) training mission. The need for the action is established by the BLM's responsibility under FLPMA to respond to a request for a 30-year ROW to 49 BLM locations and for the USAF to conduct 58 Special Operations Wing (SOW) training operations. The purpose of the proposed action is to meet the 58 SOW training mission requirements and continue to provide specialized training at nearby locations with variable terrain and landscapes that simulate potential real-world deployment environments and complex training scenarios for the next 30 years. This enables the USAF to obtain access to locations that will allow training and preparation for real-world combat situations and humanitarian efforts. This would allow the USAF to continue training activities on 26 sites where it currently conducts training exercises and expand onto an additional 23 proposed training sites. Copies of the Draft EA and the proposed Finding of No Significant Impact (FONSI) are available now at http://www.BLM58SOWEA.com or at the San Pedro Public Library located at 5600 Trumbull Avenue SE, Albuquerque, NM 87108 The comment period is from September 9, 2018 through October 9, 2018. All comments must be postmarked or received by October 9, 2018. Written comments should be sent to Attn.: AF NEPA Program Manager, 700 N.
