PUBLIC NOTICE Air Quality Construction Permit For USC Bag Manufacturing LLC USC Bag Manufacturing LLC has submitted an application for a new or modified air quality construction permit to the Air Quality Program (Program) of the City of Albuquerque Environmental Health Department. The application was received by the Program on June 23, 2017. The company contact of the facility is Elliot Berger, located at 2512 Madison Street NE, Albuquerque, NM 87110. A copy of the permit application as well as the Program's analysis, if completed, is available for inspection by the public at the Program offices. If a person wishes to receive notification of the availability of the Program's analysis for their review and comment, they must express that interest in writing to the Program before the end of the public comment period on August 16, 2017. Interested persons may submit written comments and evidence, request a public information hearing, or both on the permit application to the Program. Comments will be accepted and considered if postmarked by the end of the public comment period. Formal action on the application will be reserved pending receipt and analysis of any additional details or information developed during the public comment period. The Program shall hold a Public Information Hearing pursuant to 20.11.41.15 NMAC if the Director determines that there is significant public interest and a significant air quality issue is involved. The Program expects to issue, issue subject to conditions, or deny this application before October 11, 2017. The Program will not issue or issue subject to conditions any air quality permit without an air quality ambient impact dispersion modeling study, if deemed necessary by the Program, that shows that the facility would not cause or contribute to a potential violation of air quality standards. Any person who does not participate in the permitting action will not receive notification of the Program's decision regarding the proposed permit, unless the person has delivered a written request for notice to the Program.
