PUEBLO OF ISLETA REQUEST FOR PROPOSAL (RFP) NO. WRD-2017-01-IDD, WATER RESOURCES The Pueblo of Isleta ("Owner") is soliciting proposals for the Isleta Diversion Dam (IDD) and Bosque & Riverine Restoration (Planning Phase) project. This project includes development of a Preliminary Engineering Analysis Report for modification of the dam and irrigation infrastructure related to sediment management, fish passage, and geomorphic analysis. A Bosque & Riverine Restoration Plan will also be developed. Both deliverables will investigate existing literature, research, and data. Public Notice The New Mexico Environment Department (Department) has received an application for a radioactive material license from Desert NDT, LLC d/b/a ShawCor for the storage and use of radioactive materials at 1500 Industrial Drive, Carlsbad, NM 88220. During the early part of the evaluation period, the Department will review and comment upon the application. The Department may, at its discretion, retain consultants to assist in its evaluation of the application. Relevant comments and questions received by the Department from various agencies and interested parties will be forwarded to the applicant for response. Correspondence associated with the application will be on file with the Radiation Control Bureau and will be available for inspection by the applicant and any other interested parties. The Department has required the company to provide complete plans and other materials concerning, among other things, the public health, safety and environmental aspects of the proposed facility. The Department will analyze the license application carefully. During this analysis, the application will be reviewed to ensure that there are no deficiencies, that the application meets all applicable requirements and that there is no reason to believe that the operation will violate any laws or regulations. If the Department is so satisfied, it will issue a renewable Radioactive Material License to expire in five years. The activities of all licensees are inspected periodically to assure compliance with regulations and license conditions. REQUEST FOR RELEASE OF FUNDS On or after July 5, 2017, the New Mexico Mortgage Finance Authority will authorize YES Housing, Inc. to submit a request to HUD for the release of HOME Investment Partnership Program funds under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990, as amended, to undertake the following project: Project Title: Solar Villa Rehabilitation Project Purpose: The purpose of the rehabilitation is to provide for enhanced safety, better handicapped accessibility, space for the provision of social services, energy efficiency upgrades and general rehabilitation to prevent deterioration of the building. Location: 1135 Texas, NE; Albuquerque, New Mexico, Bernalillo County Project Description: Solar Villa is an existing 101 unit multifamily building, constructed in 1977, that provides affordable housing to seniors and the disabled. The rehabilitation will be a gutting of the interior to replace windows, roof, mechanical system, cabinetry, doors, flooring, plumbing fixtures, electrical fixtures and appliances. Landscaping improvements and paving will be done on the exterior of the building. Two additional elevators will be added and the existing elevator rebuilt. The first level will be expanded to include a community room, manager office, elevator lobby and two ADA restrooms. The project is located in a developed urban area. Project Issues: The only issues identified in the environmental review were small amounts of lead based paint and asbestos. Project will have to obtain necessary building permits. Mitigation Measures/Conditions/Permits (if any): The developer will have to follow the lead based paint and the asbestos operations and maintenance plan. Estimated Project Cost: HOME funds $600,000; Total Estimated Cost $17,528,508 FINDING OF NO SIGNIFICANT IMPACT The New Mexico Mortgage Finance Authority has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the New Mexico Mortgage Finance Authority, 344 Fourth Street, SW; Albuquerque, NM and may be examined or copied weekdays 8:00 A.M to 5:00 P.M.
