ADVERTISEMENT Request for Proposals RFP #: 2012-0701 SUMMARY -Santa Clara Pueblo (SCP) is herein issuing a Request for Proposals (RFP) for solicitation of Professional Engineering Services for Updates to the Long Range Transportation Planning (LRTP) and Indian Reservation Roads (IRR) Inventory, in support SCP's Transportation Planning Program.Deadline is 2:00 P.M.,Friday, July 27, 2012. PROJECT DESCRIPTION-This Long Range Transportation Plan shall be prepared to meet Santa Clara Pueblo's goal of identifying and inventorying roads eligible for the IRR system so as to secure funding for needed transportation improvements. The plan also prioritizes needed transportation improvements that will help the tribe achieve their economic development goals. This Long Range Transportation Plan shall present a plan to develop new transportation opportunities and improve existing transportation facilities. PUBLIC NOTICE FOR REGIONAL URBAN AND COMMUNITY FORESTRY I-TREE ECO INVENTORY, ANALYSIS AND BENEFITS ASSESSMENT STUDY The New Mexico Energy, Minerals and Natural Resources Department (EMNRD), Forestry Division (Division) is seeking proposals for a regional urban and community forestry analysis and benefits assessment study from individuals and entities who have advanced professional urban forestry knowledge, and specialized expertise in urban and community forest field data collection (including but not limited to forest mensuration, urban tree assessment, urban forest canopy assessment, and air quality monitoring data), data analysis, and reporting using the peer-reviewed software tool i-Tree Eco based on the Urban Forests Effects Model (UFORE). This Request for Proposals (RFP) is directed to individuals and entities who meet the following criteria: 1.possess a Bachelor of Science degree in forestry, forest management, natural resource management, or the equivalent; 2.have on staff, or have the ability to hire, a current International Society of Arboriculture (ISA) Certified Arborists on staff; 3.demonstrated ability to conduct detailed, statistically based urban and community forest sampling and data collection; 4.experience working with the urban and community forestry analysis and benefits assessment tool known as the i-Tree software suite including i-Tree Eco; 5.experience working in southwestern urban and community forest ecosystems; 6.ability and experience with management of contracts using state and federal funds; 7.experience working with and providing training to volunteers assisting with field data collection; and 8.ability to access, or have access to computer, e-mail account(s), fax equipment, and Global Positioning System (GPS) hardware for plot locating and other equipment for data collection. The successful Offeror shall be able to complete the following tasks or hire someone who has the skills specified above to complete the following tasks: Collect regional community forest ecosystem service benefit assessment data from Albuquerque and Las Cruces, New Mexico, Phoenix, Arizona, and El Paso, Texas, in strict accordance with the instructions contained in the USFS i-Tree Eco User's Manual (available for download from www.itreetools.org) in order to report the following: 1.urban forest structure (e.g., species composition, number of trees, tree density, tree health, etc.), analyzed by pre-stratified land-use type; 2.hourly amount of pollution including ozone (O3), sulfur dioxide (SO2), nitrogen dioxide (NO2), carbon monoxide (CO), and particulate matter (<10 microns)(PM10) removed by the urban forest and associated percent air quality improvement throughout the year; 3.hourly urban forest volatile organic compound emissions and relative impact of tree species on net ozone and carbon monoxide formation throughout the year; 4.total carbon stored and net carbon annually sequestered by the urban forest(s); 5.effects of trees on building energy use and consequent effects of carbon dioxide emissions from power plants; 6.compensatory value of urban forests, as well as the value of air pollution removal and carbon storage and sequestration; 7.tree pollen allergen city index; and 8.potential impacts of pests such as Tussock moth, Pion bark beetle, and Asian Longhorned beetle. Using the forest ecosystem service benefit assessment data, prepare and provide to EMNRD detailed written reports for each city inventoried and one regional report in electronic PDF format containing strategies for urban and community forest management, planning and development for regional and municipal partners. Work cooperatively with partnering municipalities and state agencies to develop detailed project plan and guidelines for the regional study. Work cooperatively with partnering municipalities and state agencies to obtain digital imagery files to establish inventory plots. Generate an appropriate number of circular 0.1 acre in size randomized grid method inventory plots based within the subject area(s) - the total number of plots per subject area must yield a confidence interval between 10% and 12% (minimum number of plots per city shall not be less than 175). Locate plots using street maps, aerial photographs or navigation tools. Provide all equipment and supplies to gather i-Tree Eco plot data. Conduct both plot level and tree level data collection using and strictly adhering to the data collection requirements outlined in the USFS i-Tree Eco User's Manual. Provide extensive quality control processes to ensure high levels of accuracy. Train and use existing municipal volunteer partner(s) to help with data collection efforts. Coordinate with USFS Northern Research Station UFORE Program for completion of data analysis and generation of i-Tree Eco reports. Prepare and provide EMNRD with four detailed written local reports and one written regional report that summarizes the i-Tree Eco study. Manage time and schedule to complete all measurements and data analysis within a two-year period.
