CALLING A SPECIAL ELECTION TO BE HELD IN THE CITY OF RIO RANCHO ON MARCH 10, 2009, FOR THE PURPOSE OF VOTING ON THE ISSUANCE OF GENERAL OBLIGATION BONDS IN AN AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED $25,000,000, DESCRIBING THE PURPOSES TO WHICH THE BOND PROCEEDS WOULD BE PUT; PROVIDING THE FORM OF THE BOND QUESTION; PROVIDING FOR NOTICE OF THE ELECTION; PRESCRIBING OTHER DETAILS IN CONNECTION WITH SUCH ELECTION AND BONDS; AND RATIFYING ACTION PREVIOUSLY TAKEN IN CONNECTION THEREWITH. Any person who is otherwise qualified to vote and who is not currently registered may register at the respective offices of the Sandoval or Bernalillo County Clerks on or before 5:00 p.m. on Tuesday, February 10, 2009, provided, however, that the County Clerks shall accept for filing, certificates of registration that are hand-delivered before 5:00 p.m. on February 10, 2009, or that are postmarked not later than February 10, 2009. Section 10.A "nonresident municipal elector" means any person who on the date of election is a qualified, registered elector of Sandoval County or Bernalillo County but who is a resident of that portion of Sandoval County or Bernalillo County which is outside of the Rio Rancho City limits, and who has paid a property tax on property located within the City of Rio Rancho during the year preceding the election. Not more than sixty nor less than fifteen days before the Election, any nonresident municipal elector desiring to vote on the Bond Election Question shall file with the City Clerk a completed certificate of eligibility in substantially the form provided in Section 3-30-3 NMSA 1978, which shall constitute the nonresident municipal elector's additional registration requirement for voting at the Election on the Bond Election Question. Each nonresident municipal elector must file such certificate of eligibility in addition to registering to vote with the Sandoval or Bernalillo County Clerks. Section 11.For the purpose of this Resolution and solely for the purpose of voting on the Bond Election Question, all territory within the County of Sandoval and the County of Bernalillo is a municipal precinct (hereinafter referred to as the "Municipal District"). All territory in the Municipal District and not within the City's boundaries shall constitute one voting division to be known as the nonresident municipal elector-voting precinct (hereinafter referred to as the "Nonresident Voting District"). The Nonresident Voting District shall include the territory within the boundary of any other municipality within either County. Section 12.The vote shall be canvassed as provided in Section 3-30-7 and Section 3-8-53, NMSA 1978, and the Bond Election Act, Sections 6-15-23 through 6-15-28, NMSA 1978, and the City Clerk shall certify the results of the Election and file the certificate of canvass in the official minute book of the City. Section 13.This Resolution shall be published in the English and Spanish languages at least once a week for four consecutive weeks by four insertions, the first insertion being published between fifty and sixty days before the day of the Election in a newspaper or newspapers which maintain an office in and are of general circulation in the City and which otherwise qualify as legal newspapers in the City. The City Clerk is hereby instructed and authorized to carry out this provision. Section 14.The officers of the City are hereby authorized and directed, for and on behalf of the City, to take all action necessary or appropriate to effectuate the provisions of this Resolution, including, without limiting the generality of the foregoing, the preparation of affidavits, instructions and election supplies, and the publication of notices. COUNTY ASSESSOR ORDER NO.08-25 NOTICE OF REQUIREMENTS TO REPORT CERTAIN MATTERS RELATING TO PROPERTY VALUATION AND CLAIMING EXEMPTION FROM PROPERTY TAXATION The County Assessor hereby publishes notice to property owners, pursuant to Section 7-38-18, NMSA 1978, as follows: 1. All property subject to valuation for property taxation purposes not valued by the Assessor in 2008 for property taxation purposes must be reported to the Assessor no later than the last day of February 2009, unless it is not subject to valuation for property taxation purposes in 2009. The report must contain the required information and be on a form that is obtained from the Assessor s Office. Section 7-38-8, NMSA 1978 2. If you have made improvements to real property during 2008 and the improvements cost more than Ten Thousand Dollars ($10,000), the improvements must be reported to the Assessor no later than the last day of February 2009. The information required and the form may be obtained from the Assessor s Office. Section 7-38-8 (C), NMSA 1978. 3. All real property owned by any nongovernmental entity and claimed to be exempt from property taxation under the provisions of Paragraph (1) of Subsection B of Section 7-36-7 NMSA 1978 shall be reported for valuation purposes to the appropriate valuation authority. If you are a person who is sixty-five (65) years of age or older or disabled, and whose modified gross income was not greater than $21,600 in 2008 and you own and occupy a single-family dwelling you may be eligible for a limitation on the taxable value of your residence. If you think you are eligible, you must apply to the Assessor no later than thirty (30) days after the Assessor mails the notice of value for your residence. If your land was valued in 2008 in accordance with the special method of valuation for land used primarily for agricultural purposes, and the land is still used primarily for agricultural purposes, you need not reapply for that special method of valuation in 2009. Project Description: Construction of a one story, 4,415 SF government office addition to an existing building on a 2.768 +/- acre site in Rio Rancho, New Mexico. The proposed partially earth bermed building design will be primarily constructed of poured in place concrete slab with insulated stem wall foundations. The majority of the wall construction is wood frame with a portion being comprised of insulated concrete walls to retain the bermed portion of the perimeter. Roof composition will be exposed wood/steel composite joists and metal deck, and pre-engineered trusses with plywood decking. Roof insulation will be layers of rigid insulation board above the roof decking with a single-ply TPO roofing as typical. Exterior frame walls are to be insulated with liquid applied expanding rigid foam, and sheathed in rigid foam board and stucco with accents of metal cladding. Windows are aluminum storefront and aluminum clad wood with a clear anodized finish. Floor finishes are primarily exposed polished colored concrete and linoleum. Other finishes include but are not limited to: stucco, metal cladding, gypsum board, paint, carpet, marmoleum, suspended acoustic ceiling tile, wood, split face CMU, and stained concrete. Additional items of note are an 18" thick interior rammed earth wall, a 13,000 gallon underground stormwater cistern, exterior steel trellis elements, and a future freestanding Photovoltaic array. This project is attempting LEED -NC Version 2.2 Gold Level Certification and emphasizes sustainable building materials and methods including: energy efficiency, low-VOC and non-toxic materials, recycled content, recycling & waste control, minimized site disturbance, and water saving techniques. New Mexico Sentencing Commission Legislative Committee will meet Tuesday January 27, Feb 3, 10, 17, 24 and March 3 and 10 at 10:00AM at the conference room of the Administrative Office of the Courts located in the State Capitol Annex, 237 Don Gaspar Ave, Santa Fe, New Mexico. The agenda for each meeting is the same: discussion and recommendations on all of the criminal and juvenile justice-related bills introduced by the Legislature during the week immediately preceding the meeting. The meeting is open to the public and the minutes and the agenda for each meeting shall be available on the NMSC web site (nmsc.unm.edu).
