INVITATION FOR BIDS The Isleta Pueblo Housing Authority (IPHA) will receive bids for the renovation of ONE (1) home on the Isleta Indian Reservation, until 2:00 PM local time on Friday, November 7, 2014, at the office of the Isleta Pueblo Housing Authority (IPHA), Isleta, New Mexico, Mailing address: P.O. New Mexico Environment Department - Ground Water Quality Bureau Notice is hereby given pursuant to 20.6.2.3108.G NMAC, the following Ground Water Discharge Permit applications have been proposed for approval. Draft permits may also be viewed on-line at http://www.nmenv.state.nm.us/gwb/NMED-GWQB-PublicNotice.htm DP-1770, Kirtland Air Force Base Bulk Fuels Remediation Facility, Colonel Tom D. Miller, Commanding Officer, Kirtland Air Force Base, 377 ABW/CC, 2000 Wyoming Blvd., SE, Kirtland AFB, NM, 87117-5606, proposes to discharge up to 100 gallons per minute (144,000 gallons per day) of treated groundwater from two carbon contact vessels used to remove ethylene dibromide and other contaminants to an infiltration gallery to be designed and located on Kirtland Air Force Base property. Potential contaminants associated with the contaminated groundwater and the remediation system includes: ethylene dibromide, iron, manganese, benzene, toluene, total xylenes, dissolved solids, and metals. The scope of this Discharge Permit is limited to the authorization of the injection of treated ground water into the infiltration gallery and is not intended to define, limit, or approve the design of the remediation system. The remediation system is located near the corner of Randolph Drive SE and Fuel Drive SE on Kirtland Air Force Base and the Veterans Administration Hospital grounds, Albuquerque, Bernalillo County. Ground water beneath the site is at a depth of approximately 490 feet and has a total dissolved solids concentration of approximately 445 milligrams per liter. Wastewater is treated in two synthetically lined aerated lagoons and is discharged to an unlined free-water surface constructed wetland. Potential contaminants associated with this type of discharge include nitrogen compounds. The facility is located at 5928 Airport Road, Town of Vaughn, in Section 6, T04N, R17E, Guadalupe County. Ground water beneath the site is at a depth of approximately 700 feet and has a total dissolved solids concentration of approximately 1,400 milligrams per liter. NMED permit contact: Brian Schall at (505)476-9648 or brian.schall@state.nm.us DP-869, Ghost Ranch Conference Center, Daniel Manzanares, Chief Operations Officer, HC 77, Box 11, Abiquiu, NM 87510, proposes to renew the Discharge Permit for the discharge of up to 31,675 gallons per day (gpd) of domestic wastewater to two septic tanks followed by two concrete lined impoundments discharging to a constructed wetlands. Up to 2,325 gpd of domestic wastewater is discharged to three individual septic tank leachfield systems. Domestic wastewater is also discharged to two 1,000-gallon holding tanks. Potential contaminants associated with this type of discharge include nitrogen compounds. The facility is located at 1708 Highway 84, approximately 13 miles northwest of Abiquiu, in Section 12, Township 24N, Range 4E, Rio Arriba County. Ground water beneath the site is at a depth of approximately 32 feet and has a total dissolved solids concentration of approximately 3,310 milligrams per liter. Box 8, Glorieta, NM 87535, proposes to renew and modify the Discharge Permit for the discharge of up to 400,000 gallons per day of treated domestic wastewater from a wastewater treatment facility. Treated wastewater is discharged to Glorieta Creek pursuant to a NPDES permit and/or is reused (reclaimed wastewater) on Glorieta 2.0 property for landscape irrigation. The modification consists of allowing permittee to use reclaimed wastewater throughout Glorieta 2.0 property for landscape irrigation. Potential contaminants associated with this type of discharge include nitrogen compounds. The facility is located at the terminus of Cottonwood within Glorieta 2.0, approximately 0.4 miles northeast of the Community of Glorieta, in Section 27, T16N, R11E, Santa Fe County. The re-use areas are located in Sections 21, 22, 27 and 28, T16N, R11E, Santa Fe County. Ground water most likely to be affected is at a depth of approximately 15 feet and has a total dissolved solids concentration of approximately 420 milligrams per liter. NEW MEXICO WATER QUALITY CONTROL COMMISSION NOTICE OF PUBLIC HEARING TO CONSIDER PROPOSED AMENDMENTS TO AMEND 20.6.4 NMAC - STANDARDS FOR INTERSTATE AND INTRASTATE SURFACE WATERS - THE TRIENNIAL REVIEW The New Mexico Water Quality Commission (WQCC) will hold a public hearing to consider proposed amendments to various parts of 20.6.4 NMAC, Standards for Interstate and Intrastate Surface Waters, beginning on April 14, 2015, at 9:00 a.m. in Apodaca Hall at the old PERA building, 1120 Paseo de Peralta, Santa Fe, New Mexico. The proposed amendments, docketed as WQCC 14-05 (R), include amendments by the New Mexico Environment Department (Department), Surface Water Quality Bureau as well as amendments proposed by Amigo Bravos, Peabody Energy Corporation, and Freeport-McMoRan Chino Mines Company. Proposed amendments include, among other amendments, revisions to various definitions, general and numeric criteria, compliance provisions, use attainability analysis requirements, uses and criteria for unclassified waters and some classified segments, provisions for site-specific criteria and other provisions. The New Mexico Department of Game and Fish is accepting proposals for Professional Legal Services The New Mexico Department of Game and Fish (Department) requests proposals (RFP# 15 516 2101 00004) from qualified lawyers and law firms to provide professional legal services for but not limited to; Water law; Environmental law; Construction Law; Real Estate Law; Real Property Acquisitions, Disposals (specialize in public real property interests both state, federal), Mineral Estate, Easements, Leases; Land use law, eminent domain and inverse condemnation; Inspection of Public Records Act; and Appellate work, including administrative and civil law for the Department. This request for proposals will result in a multiple source award through which contracts may be awarded to one or more lawyers and or law firms in all of the practice areas listed in the Scope of Work. Each lawyer or law firm's proposal shall include evidence of its experience and expertise in the relevant / proposed practice areas.
