PUBLIC NOTICE Construction Permit for The City of Albuquerque - BioPark The City of Albuquerque - BioPark has submitted a construction air quality permit application to the Air Quality Program (Program) of the City of Albuquerque Environmental Health Department for a new permit. This permit is to install one (1) new 145 hp diesel-fired emergency engine at the ABQ BioPark Fish Growing Facility located at 1451 Kit Carson Avenue SW in Albuquerque, New Mexico. This application file has been assigned Permit #3279. The maximum air pollution emissions to the atmosphere from this facility have been estimated to be: Carbon Monoxide (CO) - 1.2 pounds per hour (lb/hr) - 0.29 tons per year (tpy), Nitrogen Oxides (NOx) + Volatile Organic Compounds (VOC) - 1.0 lb/hr - 0.24 tpy, Sulfur Oxides (SOx) - 0.30 lbs/hr - 0.07 tpy, Total Suspended Particulates (TSP) - 0.07 lb/hr - 0.02 tpy, 10 Micron Particulate Matter (PM10) - 0.07 lb/hr - 0.02 tpy, 2.5 Micron Particulate Matter (PM2.5) - 0.07 lb/hr - 0.02 tpy A copy of the permit application is available for inspection by the public at the Program offices. Interested persons may submit written comments and evidence, request a public information hearing, or both on the permit application to the Program. Comments will be accepted and considered if postmarked by the end of the public comment period on May 28, 2016. Formal action on the application will be reserved pending receipt and analysis of any additional details or information developed during the public comment period. The Program shall hold a Public Information Hearing pursuant to 20.11.41.15 NMAC if the Director determines there is significant public interest and a significant air quality issue is involved. The Program expects to issue, issue subject to conditions, or deny this application before July 24, 2016. Any person who does not participate in the permitting action will not receive notification of the Program's decision regarding the proposed permit, unless the person has delivered a written request for notice to the Program. REQUEST FOR MARKETING SERVICES The New Mexico Supreme Court's Commission on Access to Justice requests interested marketing/communications firms to submit a proposal for developing a multi-channel communications plan to increase statewide public understanding of civil legal aid. Commission goals include, but are not limited to, expanding resources for civil legal assistance to New Mexicans living in poverty, increasing public awareness of how to access civil justice through communication and message development, and encouraging more pro bono work by attorneys. The proposal should outline the scope of the work, offering sufficient details to distinguish key components of the plan, and not exceed $20,000. An informational packet is available upon request. The deadline for proposals is May 10, 2016 at 5:00 pm.
