Request for Informal Proposals Soda Vending Services for Luna Community College Scope of Work To a variety of soda products and equipment to meet the vending needs of Luna Community College. This includes regularly scheduled deliveries, service calls, resolution of problems and equipment maintenance. Term The initial term of the proposed contract is for the period of July 1 2015 through June 30, 2019. Options for renewal beyond the initial four (4) year period will be included in the contract. Responses to this Request for Proposals: To be considered complete, responses to this Request for Informal Proposals must include the information requested in the Format and Submission of Proposals section as well as the Acceptance of Conditions documents. Incomplete proposals will not be considered. Evaluation of Proposals: Proposals will be evaluated by the following Evaluation Criteria. A weight factor is assigned to each criterion. NOTICE is hereby given that on July 10, 2015 Kirtland Air Force Base, contact Wayne Bitner, Chief Environmental Restoration, AFCEC/CZO, Kirtland AFB IST, 2050 Wyoming Blvd. SE, Albuquerque, New Mexico, 87117-5270 filed Application No. RG-1579 POD 309 and RG-1579 POD 310 for a Permit to Change the Place and Purpose of Use of Groundwater and to Drill Additional Groundwater Points of Diversion with the STATE ENGINEER in the Rio Grande Underground Water Basin in the State of New Mexico. The applicant proposes to use two supplemental wells, RG-1579 POD 309, drilled under an exploratory permit, to a depth of 535 feet, with a casing diameter of 8 inches, to be located at a point where X=1,543,061 feet and Y=1,476,824 feet, NMSPCS, Central Zone, NAD 83, on land owned by the City of Albuquerque, and RG-1579 POD 310, also drilled under an exploratory permit, to a depth of 535 feet, with a casing diameter of 8 inches, to be located at a point where X=1,544,083 feet and Y=1,478,577 feet, NMSPCS, Central Zone, NAD 83, on land owned by the City of Albuquerque, for the combined diversion and consumptive use of up to 646 acre-feet per annum, or 323 acre-feet per annum per well, for the purposes of pollution control and recovery, specifically for the extraction of groundwater for remediation. The applicant also proposes to add an additional place of use to the existing place of use on land within Section 25, Township 10 North, Range 3 East, NMPM, described for Kirtland Air Force Base under permits RG-1579 through RG-1589, and to add an additional purpose of use, described as pollution control and recovery, specifically for the extraction of groundwater for remediation and irrigation to the existing purposes of use described for Kirtland Air Force Base. Well RG-1579 POD 309 is located northeast of the intersection of Gibson Blvd. SE and California St. SE, and well RG-1579 POD 310 is located southeast of the intersection of Anderson St. SE and Georgia St. SE, and the proposed place of use is generally described as north of Gibson Blvd. SE, south of Zuni Rd. SE, east of San Mateo Blvd. SE, and west of Louisiana Blvd. SE, Bernalillo County, New Mexico. No new appropriation of water above the applicants' right to divert 6,398 acre-feet per annum is requested by this application. The applicant seeks to divert up to 646 acre-feet per annum combined from wells RG-1579 POD 309 and RG-1579 POD 310 for a 10-year period. The groundwater will be treated and discharged into the Golf Course Main Pond for irrigation of the Tijeras Arroyo Golf Course, into infiltration galleries located adjacent to the golf course, or into injection wells on land owned by Kirtland Air Force Base. Any person, firm or corporation or other entity having standing to file objections or protests shall do so in writing (objection must be legible, signed, and include the writer's complete name, phone number and mailing address). The objection to the approval of the application must be based on: (1) Impairment; if impairment, you must specifically identify your water rights; and/or (2) Public Welfare/Conservation of Water; if public welfare or conservation of water within the state of New Mexico, you must show how you will be substantially and specifically affected. The written protest must be filed, in triplicate, with the State Engineer, 5550 San Antonio Drive NE, Albuquerque, NM 87109-4127, within ten (10) days after the date of the last publication of this Notice. Facsimiles (faxes) will be accepted as a valid protest as long as the hard copy is hand-delivered or mailed and postmarked within 24-hours of the facsimile. Mailing postmark will be used to validate the 24-hour period. Protests can be faxed to the Office of the State Engineer, (505) 383-4030. If no valid protest or objection is filed, the State Engineer will evaluate the application in accordance with the provisions of Chapter 72 NMSA 1978.
