NOTICE OF WORK-STUDY SESSION NOTICE OF CLOSED MEETING Notice is hereby given that the Governing Board of Central New Mexico Community College will hold a work-study session on November 3, 2014, beginning at 5 p.m. in the LSA Building - Room 213 at the Main Campus, 525 Buena Vista SE, Albuquerque, New Mexico. At the start of the work-study session, the Board will hold a closed session to discuss collective bargaining matters. The collective bargaining matter is closed pursuant to Section 10-15-1 (H)(5) and 10-15-1 (I)(2) New Mexico Statutes Annotated 1978 (2005 Cum. Supp.). Following the closed meeting, the Board will reconvene in open session to discuss any other matters of interest to Board members. PUBLIC NOTICE Air Quality Construction Permit For Heights Club - 274443 American Tower Corporation has submitted an application, for a new or modified air quality construction permit, to the Air Quality Program (Program) of the City of Albuquerque Environmental Health Department. The application was received by the Program on March 31, 2014. The owner of the facility is American Tower Corporation, PO Box 63604, Phoenix, AZ 85082. The facility, Heights Club - 274443, is located at 8520 Marble Ave., Albuquerque, NM 87121. This application file has been assigned Permit Application No. 3155. The application is to construct a 131 horsepower, EPA Tier III emission certified, diesel fired internal combustion engine coupled to a 80 kW emergency electrical generator. The application seeks to restrict the unit to 200 hours per year of operation. The purpose of the unit is to provide emergency backup electrical power in the case of the unavoidable loss of commercial power. The proposed air pollution maximum allowable emissions from this facility have been estimated to be: Carbon Monoxide (CO) 0.20 lbs/hr 0.02 tons per year (tpy), Nitrogen Oxides (NOx) 0.78 lbs/hr 0.08 tpy, Volatile Organic Compounds (VOC) 0.04 lbs/hr 0.01 tpy, Sulfur Dioxide (SOx) 0.27 lbs/hr 0.03 tpy, Total Suspended Particulate Matter (TSP) 0.4 lbs/hr 0.01 tpy, Particulate Matter Less Than 10 Micrometers (PM-10) 0.4 lbs/hr 0.01 tpy, Particulate Matter Less Than 2.5 Micrometers (PM-2.5) 0.4 lbs/hr 0.01 tpy, and Hazardous Air Pollutants (HAPs) 0 lbs/hr 0 tpy A copy of the permit application as well as the Program's analysis, if completed, is available for inspection by the public at the Program offices. If a person wishes to receive notification of the availability of the Program's analysis for their review and comment, they must express that interest in writing to the Program before the end of the public comment period on November 22, 2014. Interested persons may submit written comments and evidence, request a public information hearing, or both on the permit application to the Program. Comments will be accepted and considered if postmarked by the end of the public comment period.
